Alicia Ki requested the city consider adding ordinances to protect animals from inhumane living conditions, citing a recent case where animal control lacked the authority to remove animals from a condemned property. Steven Bunt, a financial advisor and former golf course maintenance worker, expressed frustration with the golf course's condition and argued against the notion that outsourcing would automatically lead to job losses for current maintenance staff. Kim Great White Al Marillo criticized the commission's handling of discussions and public input regarding the golf course and cited issues with potholes and city infrastructure. Scott Frederick, president of the Men's Golf Association, advocated for a professional organization to manage the entire golf course, including maintenance, and criticized the city's previous handling of the issue. Mark Gray described negative experiences with effluent water spraying golfers and questioned the efficiency of the golf course's watering system. Commissioner Robinson inquired about the status of playground covers and the golf course pump, while Commissioner Tapley inquired about the status of audits and the closing process for a loan. Mayor McDonald provided updates on community events and acknowledged a complaint about a property at 51024 Street. The commission also discussed the status of the Dudley School and a property at 1500 Ohio.

City Commission Receives Updates on Major Infrastructure and Development Projects

The Almagordo City Commission reviewed updates on various city projects. Public Works Director Jimmy Vargas presented on facility, fleet, street, and drainage maintenance. Facility maintenance includes overseeing 31 city buildings and implementing energy-saving projects. Fleet maintenance services over 488 vehicles, with a vehicle replacement program including 73 vehicles for 2025-2026. Street maintenance manages 188 paved miles of roadway and is working on grant applications for repairs. Drainage maintenance has partnered with KENG contracting for ditch maintenance. Community Development Senior Project Managers Justin Bole and Joseph Samura presented updates on projects in design and construction, including the Alamogordo Water Reclamation Facility, transportation management plan, fire station renovations, reservoir upgrades, and waterline replacements. The F4 project phase two and the Gateway Freedom Monument sign are nearing completion. The Senior Center parking lot project is awaiting fence delivery. The Fairgrounds intersection project is scheduled for completion in June, with temporary traffic lights in place until armbars arrive in July. Landfill cell six construction is ongoing, with an expected completion date to be determined. The CO building is on schedule for mid-June completion. Several shovel-ready projects were listed, including road striping, waterline replacements, and convenience center rehabilitation.
