Alamosa Tightens Rules on Semi-Truck Parking in Residential Zones
The council conducted a first reading and set a public hearing for Ordinance Number 15-2026, which amends city code section 19-41B to prohibit the parking of semi-trucks in residential zones. This ordinance clarifies the existing code, which was found to only prohibit semi-tractors *pulling trailers* in residential areas, allowing the parking of just the tractor or just the trailer. The proposed amendment aims to align with the original intent of preventing large commercial vehicles from parking on residential streets, stemming from a specific complaint about semi-truck parking. The ordinance also addresses historical context from a 1996 hearing on the matter.

During the meeting, council members discussed and approved several resolutions and ordinances. The agenda was approved unanimously. Citizen comments were solicited but no cards were received, and no participants on Zoom wished to speak. A proclamation for National Public Works Week (May 17-23, 2026) was presented and read by Councilor Liz Hensley, with thanks extended to public works professionals. Consent Calendar A was approved unanimously. Regular business included a presentation from Habitat for Humanity regarding their affordable housing work. The council also approved the first reading of an ordinance establishing fines for IPMC violations and the first reading of an ordinance prohibiting semi-truck parking in residential zones. They authorized the purchase of a new bucket truck and discussed updates on the 12th Street well repairs and the arrival of a new BOR for recycling operations. The council also addressed a lease expansion for a daycare facility and approved amendments to lighting ordinances.
Alamosa Council Allocates $5,000 for Community Event Sponsorships
The City Council discussed and approved a motion authorizing the sponsorship of $5,000 distributed among 10 entities for the second half of the year. The sponsorships were decided by a committee consisting of Councilors Yan Vhill and Michael Carson. The allocated amounts range from $250 to $1,000, with some entities also receiving in-kind use of city facilities like stages and parks. The council acknowledged the challenge of fairly distributing funds among numerous worthy applications and expressed hope for continued support of new and established community events.
Alamosa Approves Avis Corridors to Enhance Traffic Safety
The city council considered and approved Police Resolution Number 8-2026, which establishes Avis corridors and sets the enforcement threshold for speeding violations. Four specific areas were designated as Avis corridors: Main Street between Denver Avenue and Sela Azul, Sixth Street between Edgemont and Denver, Craft Drive between Main Street and County Road 8 South, and State Avenue between Main Street and Airport Road. The recommendation for the enforcement threshold was set at 7 miles per hour over the speed limit. The resolution also outlined a 30-day warning period and a media campaign before enforcement begins. The first offense under 10 mph over the limit will result in a warning, while offenses over 10 mph over the limit are subject to immediate ticketing.
Alamosa Amends Lighting Ordinances to Balance Business Needs and Dark Sky Preservation
The council held a public hearing and approved on second reading Ordinance Number 12-2026, which amends the Unified Development Code regarding lighting maximums and lit signage. The amendments increase the allowable lumens from 500 to 1000 for general lighting, establish a 15,000 lumen limit for public lighting (parks and streets), and raise the Kelvin warmth (color temperature) from 3,000K to 5,000K. These changes are considered more lenient but aim to strike a balance between business community needs and the preservation of dark skies. Staff worked with the business community to reach a compromise.
