Park Improvements Progressing; 250th Anniversary Event Planning Underway; T-Man Grant Tabled
Extensive updates were provided on park activities and improvements. Enick Brown Memorial Park's LSA project is complete, with widened roads, new pavement, expanded trails, and added millings, looking fantastic. The park is set to open July 1st, with security cameras and electric light poles installed. The DCED grant of $50,000 for this project is being finalized. Planning is underway for additional grant opportunities and fundraising for future park enhancements. A new website for 'Heart of Antrum' is under construction. The Martins Mill Bridge project is progressing and closed on the 22nd. Events like a color run (225 participants) and a memorial paw bridge dedication were successful. Jessica's Kids program will bring four youth for six weeks to assist at the park. The fish pond has seen significant use, with security cameras helping to enforce age restrictions. An Eagle project is underway to build bat houses. A new website for Heart of Antrum (hearttofant.org) is being developed. Plans are underway for the 250th-anniversary event at Dera Park, including a fly-over from the Hegar Down Museum, a barrel train, and overflow parking arrangements. Numerous other activities and attractions are planned for the event, including bounce houses and a train display. A recommendation to fund an additional park grant for Taymenasach (T-Man) at $9,475 was tabled for further solicitor review due to it being a school district property and a taxing entity.
Greens of Broom Castle: Storm Water Easement Relocation Approved Contingent on Golf Course and HOA Sign-off
The Greens of Broom Castle, phases 8, 9, and 10, requested a relocation of a storm water easement to allow residents to build decks on the back of their houses. The proposed offset would move the easement five feet further onto the golf course property. The developer, Steve Oders of Cavalier Development, explained that the lots are smaller duplex lots and the placement of storm drainage pipes on the backs of the lots due to recent design changes has reduced the available building space. The golf course is agreeable to the easement being on their property, and the HOA will maintain the line. The board considered that these lots are age-restricted (55 and older) and smaller houses are typical for this demographic. Concerns were raised by supervisors about developers consistently building to minimum lot sizes and setbacks, leading to issues like lack of space for amenities. The board discussed revisiting setbacks and lot sizes for future developments. The approval was made contingent on the golf course and HOA signing off on the plan amendment. There was also a discussion about the need to revisit township ordinances regarding setbacks and lot sizes. The board also discussed the fact that these lots are part of a conservation by design plan, which has specific restrictions.
Financial Security Reductions Approved for Multiple Development Projects
The board discussed and approved several financial security reductions and releases related to development projects. For Green Castle, phases 6 and 7, Newberry recommended holding additional funds ($340,290) to cover potential base course damage during future construction. For Buchanan Plats, site work security was reduced by $288,270, leaving $200,000. The public sewer security was reduced by $247,978, leaving $5,000 for as-built drawings. For Moss Spring extension, $192,558.52 was released for road construction, leaving $43,786.35.
Township Acknowledges America 250 Celebration Invitations, Approves Fireworks Event
The board acknowledged an invitation to join the America 250 celebration at Ebenezer United Brethren in Christ Church on July 1st, which will include food, fellowship, and worship. They also acknowledged a request from fire and police for a Celebrate America's 250 birthday event featuring fireworks at Shady Grove Community Center on June 26, 2026. Meetings are being arranged to discuss public safety details for this event. A motion to approve the fireworks event was made, acknowledging the fire department's participation.
Russell Standard Awarded 2026 Road Maintenance Project Bid for $743,946.60
The bid for the 2026 road maintenance project was awarded to Russell Standard, the low bidder, for $743,946.60. This bid was less than 1% different from the next bidder, Midland ($76,370.86). The project includes maintenance on Trolley Road, Stateline Road, Ridge Road, Gearhart Road, McDow Road, Reservoir Road, Brook Holder Road, Grindstone Hill Road, Green View Drive, Fort Staler Road, and Corporal Riyle. The rejection of the initial bid and subsequent tightening of the contract resulted in a savings of $17,000. Funds will be allocated from the 2026 liquid fuels budget.
