Arcada Proclaims June 2026 as National Alzheimer's and Brain Awareness Month

The City Council of Arcada proclaimed June 2026 as National Alzheimer's and Brain Awareness Month. The proclamation recognized the Alzheimer's Association's efforts to encourage brain health and highlighted the significant impact of Alzheimer's and related dementias in Humboldt County, where an estimated 3,589 individuals currently live with the disease and are supported by approximately 8,500 caregivers. Arcada Reviews Excessive Electricity Users Tax: Declining Revenue and Meter Numbers Highlight Effectiveness

The city presented an update on the Excessive Residential Electricity Users Tax (EUUT), a ballot measure passed by voters in 2012 and again in 2022. The tax imposes a 45% charge on residential electricity consumption exceeding 600% of a baseline allowance, with exceptions for medical needs. Initially, the EUUT was intended to reduce greenhouse gas emissions and address the issue of single-family homes being used for cannabis cultivation. However, the number of meters subject to the tax has drastically decreased from an estimated 633 before implementation to approximately 17 currently, resulting in significantly reduced revenue (from ~$450,000 in 2013-2014 to ~$40,000 annually). The decrease in revenue is seen as a positive indicator of the tax's effectiveness in disincentivizing high energy use. Concerns were raised about the complexity of the baseline adjustment process for customers who have electrified their homes, and the declining revenue's impact on city funds, with Measure H sales tax being considered a potential offset. The council discussed options including continuing the status quo, decreasing or eliminating the tax, or exploring more targeted outreach for baseline adjustments. The energy committee will provide further feedback.

Arcada Council Adopts Updated Water Management Plans

The city council reviewed the 2025 updated Urban Water Management Plan (UWMP) and Water Shortage Contingency Plan (WSCP). Arcada has a reliable water supply from the Humboldt Bay Municipal Water District, with Ruth Lake at 98% capacity. Current water usage is low (77 gallons per capita/day), and the city is investing in infrastructure to reduce water loss. The council closed the public hearing and subsequently adopted Resolution No. 256-65, approving the UWMP and WSCP, which will be submitted to the state by the July deadline. Council Member Matthews noted projected population growth and water usage increases.

City Council Appoints New Members to Energy, Forest Management, and Wetlands Committees

The City Council appointed members to various committees. Alex Fukuchi was appointed to the Energy Committee for a term ending September 30th, 2028. Ae an Angberger was appointed to the Forest Management Committee for a term ending March 31st, 2029, selected for his unique skill set and network. Julie Weider was appointed to the Wetlands and Creeks Committee for a term ending March 31st, 2029, as she was the only candidate present. The council acknowledged the high quality of all candidates and expressed gratitude for their willingness to serve.
