Lieutenant Garboski provided an update on the Bowwin EMS, reporting 310 calls in April, bringing the year-to-date total to 1326, which is slightly above average. The average response time is 6.5 minutes year-to-date. The blood administration program is live and has been used four times. Concerns were raised about rising operational costs for EMS, including a 30% increase in insurance and increasing fuel costs. A new subscription drive is set to begin soon, and residents are encouraged to participate. The report also highlighted the extensive community activities and support provided by EMS personnel.

Council Awards Contracts for Roadway and Storm Sewer Improvements and Pavement Rejuvenation

The council approved the award of contract number 26-R01 for the 2026 roadway and storm sewer improvement program to A-Libron Incorporated. The base bid with add alternates numbers three, four, and five was awarded for $960,154.23. A separate contract, number 26-R02, for the 2023 roadway and storm sewer improvement program was also awarded to A-Libron Incorporated for $164,812.10. Additionally, contract number 26-R03 for the 2026 Road Maintenance Pavement Rejuvenator was awarded to Pavement Technology Incorporated for $41,250.

Baltimore Fire Rescue Celebrates One Year Anniversary, Reports Busy April

The fire department reported 73 calls in April, bringing the year-to-date total to 318. The average number of firefighters per call is 10, attributed to consolidation efforts. The average response time is 6 minutes and 45 seconds. The report celebrated the one-year anniversary of Baltimore Fire Rescue. Top participants in emergency calls were Ryan Bishoff (38), James Grindle (37), and David Williams (36). The recent purse bash event was successful, raising an estimated $9,000-$11,000. Two new members were voted in, with two to four potential members in the pipeline. A fund drive, utilizing the same organization as Baldwin EMS, will commence soon with a goal of steady increase over two to three years.

Borough Approves Funds for VHF Radio System Upgrade

The council approved the expenditure of $11,211 for the upgrade of the borough's VHF radio antenna system, repeater, and coaxial cable, including the removal of old equipment. This upgrade is being performed by Loudness Communications and Security. Questions were raised about potential additional costs for radios, to which it was responded that a separate request would be made once the number of needed radios is determined.
