Zoning Correction Recommended for Properties Near Faget and Farm Streets

The Planning and Zoning Commission recommended to the City Council an amendment to the city-initiated zoning map. This action is to correct a mapping error where 16 properties, previously designated as P3 neighborhood under the old code, were incorrectly zoned as PI (Public and Institutional) instead of SF1 (Single-Family Residential Low Density) after the adoption of the new Bastrop Development Code. The affected properties are located northeast of Faget Street and Farm Street. The commission formally recommended approval to rezone these properties to SF1 single-family residential low density and include it on the City Council's June 9, 2026 agenda for first reading. Property owners and those within a 200-foot buffer were notified.

City Properties Recommended for Rezoning to Parks and Open Space

The Planning and Zoning Commission recommended to City Council a city-initiated zoning map amendment for two city-owned properties located on Grady Tuck Lane and south of Old Austin Highway. The properties are to be rezoned from PI (Public Institutional) to POS (Parks and Open Space). This change aligns with the Parks and Recreation Board's recommendation to address parkland service gaps and provide additional open space. The commission recommended moving this item to the City Council meeting on June 9, 2026, for first reading. No public comments were received.

Colony Commercial Final Plat Approved Amidst Resident Concerns on Noise and Traffic

The Planning and Zoning Commission considered and acted upon the Colony Commercial Final Plat, a 7.052-acre parcel located south of Sam Houston Drive and west of FM 969. The parcel is within the extraterritorial jurisdiction of Bastrop, Texas. This platting process is to create a legal lot for a future commercial development, with the actual development to be handled by the county. A traffic impact study was conducted as part of the overall Colony development. Utilities will be provided by the Colony MUD, and electric service by Bluebonnet Electric Cooperative. The proposal complies with city standards for planning, road frontage, and utilities, as well as the comprehensive land use plan. Several residents expressed concerns about noise from the nearby highway, lack of privacy due to the road's elevation, potential light pollution affecting migratory birds, and traffic congestion at the intersection of Sam Houston Drive and FM 969, particularly concerning the proposed entrance location for the commercial property. The commission noted that while they only handle platting, concerns would be relayed to the applicant and county officials. The motion to approve the final plat passed with one abstention.

Lonear Storage Replat Approved for Hotel Development

The Planning and Zoning Commission considered a partial replat of Lonear Storage, a 33.971-acre property located at the northeast corner of State Highway 71 and Farm to Market Road 969 within the city limits of Bastrop, Texas. This replat carves out a specific lot for a proposed hotel, which has applied for a permit. The original subdivision was for 33 acres, and water/sewer infrastructure has been installed. The development involves internal private streets, with a variance for private streets approved by City Council. The replat complies with city code, standards, and the comprehensive land use plan. City Council recently approved private streets for this development. The remaining portion of Lot 2 will be addressed in future subdivision plans. This action allows for the hotel development to proceed.

April Building Report Shows New COs, Remodels, and Progress on Development Plans; Medical Service Expansion Explored

The Commission received an update on building activity for April. New Certificates of Occupancy (COs) were issued for Bastrop Medicine Shop, Pinnacle Pharmacy, and Bastrop Veterinary Hospital (new owner, existing building). Minor commercial remodels included First National Bank (Starbucks interior) and Kung Fu Tea (tenant finish out). Site development plans are in progress for Tahesian Village, a multi-tenant strip center across from Walgreens, and a small parking lot expansion for Seaton Hospital. Zoning verification was completed for Windsor Nursing Rehab Center (new owner). The commission noted a trend of sandwich shops closing while Longhorn Steakhouse and the northern portion of Bastrop Crossing East are progressing. There was also discussion about vacant spaces on Main Street (old lock pharmacy/Tough Cookie, old Blue Bonnet Health) and potential new businesses, including one seeking an alcohol license. An update on expanding medical services, including a potential new hospital and hotel in the Bastrop West master development, was provided, indicating a need identified by a feasibility study. The existing Ascension Seton and another facility's expansion plans were also briefly touched upon.
