Baldwin Ranch Annexed into Community Facilities Districts for Maintenance and Public Services

The city council held a public hearing and discussed the annexation of Baldwin Ranch into Community Facilities District (CFD) Number 2025-M for maintenance services and CFD Number 2025-S for public services. For CFD 2025-M, the annual special tax rate is $577 per residential unit for maintenance of street lights, streets, pavement, and parks. For CFD 2025-S, the annual tax rate is $639 per single-family residential unit and $526 per multifamily unit for essential public safety services including police protection, fire suppression, and emergency response. Landowner elections were conducted, and resolutions certifying the election results were adopted. Ordinances to levy the special taxes were introduced and scheduled for a second reading. Council member Martinez expressed reservations about creating new CFD districts due to concerns about potential long-term financial liabilities, but acknowledged that in this case, it was a condition of approval for the development.
