Parking plans include 600 spots at the sports complex, with 600 more at Lake Lillian and behind City Hall. Shuttle buses from churches and rented vans will transport attendees. Sponsors have secured funding totaling roughly $4,500, and a significant donation of $30,000 was secured from Leaders Realty ($20,000) and an anonymous sponsor ($10,000), covering festival expenses. The remaining challenge is covering payroll costs, estimated between $20,000 and $25,000.
City Approves $300,000 Grant and Contract for Stormwater Master Plan
The commission approved the FDEP adaptation grant agreement in the amount of $300,000 to fund a stormwater master plan. This grant is 100% reimbursement and will provide essential planning for addressing vulnerable areas and flooding issues within the city. Following this, the commission also approved a contract with Kimley Horne and Associates for $300,000 to administer the grant and prepare the stormwater master plan, which will identify and propose solutions for areas impacted by storm events.
Lift Station Funding Secured, Budget Workshops Scheduled, Property Tax Amendment Discussed
Mariah provided an update on financial matters, including receiving $206,000 towards appropriation requests for the Bellevue Rehabilitation of Critical Lift Station project, pending the Governor's signature. This represents half of the requested $412,500 and will support necessary lift station improvements. She also noted that budget workshops for the upcoming fiscal year (2026-27) are being scheduled, with presentations and discussions planned for July and August. Additionally, a passed property tax amendment that will appear on the November ballot was discussed, potentially impacting city finances significantly, requiring future analysis and projections.
Cherokee Park Usage Approved for Soccer Club
Lewis Morales requested permission for his soccer club to use Cherokee Park during June, July, and August. The commission approved the request, noting that the club had used the park two years prior without issues. The approval allows the soccer club to continue its activities at the park.
City Council to Address Conflicting Accessory Parking Regulations
The commission discussed a discrepancy in the city code regarding accessory parking, specifically concerning the placement of vehicles, boats, or trailers. One section allows accessory parking in front, rear, or side yards, while another requires a special exception for front yard placement. Commissioner Goldman suggested adding a component to ensure vehicles are in good repair, which staff noted would be covered by existing nuisance codes. The commission directed staff to work on reconciling the code and potentially adding a provision for a no-fee development services permit to track such parking, ensuring items are maintained and do not become eyesores or code enforcement issues.
