City Council Approves Expenditures for Software, Landscaping, Water, Sewer, and Wastewater Treatment Plant Projects

Linda Castro Sabina, President of Sister Cities, thanked the city council and mayor for their budget support, which directly benefits local children by providing opportunities to visit Germany and France. She announced that the Sister Cities program received the 'Champion of Youth' award from the Illinois State Conference. Additionally, she informed the council about an upcoming fundraising event, 'Oktoberfest,' to supplement the $2,000 budget allocation, as sending children abroad costs $6,000 annually. This event will feature German music and food and will take place on October 3rd at Coach's Corner, with Mayor Morris tapping the keg at 2:30 PM. Sabina also announced that Belvidere will host the 2027 Illinois State Conference for Sister Cities on May 1st, 2027, with the mayor agreeing to open the conference.
Resident Raises Concerns About New Four-Way Stop at 6th and 5th Avenue
Lloyd Phillips, a resident living at 526 West 6th Street for 24 years, expressed concerns about the newly installed four-way stop at 6th Street and 5th Avenue. He stated that residents were not notified about the change, discovering it only after it was implemented. Phillips cited increased noise from vehicles stopping and starting, comparing it to a 'racetrack.' He questioned the placement of stop signs so close to each other on 6th Street (between 7th Ave and Appleton is 3/4 mile, between 6th and Pearl is 1/4 mile) and suggested this encourages speeding between these points. He also raised concerns about the potential negative impact on property values and the difficulty of backing out of his driveway, which is situated very close to the intersection and parallel to 5th Avenue, leading to confusion for other drivers. Phillips requested that the city reconsider the placement or explore solutions for his driveway access.
