Downtown Concept Plan Development Underway, Public Survey to Inform Vision

A discussion took place regarding a downtown concept plan to address requests for amenities like bike racks, wayfinding, and seating. This plan aims to provide a cohesive vision for downtown development, similar to master plans for parks. A survey is being developed to gather public input on current downtown use, desired improvements, business types, and amenities. The plan will also touch upon parking and encourage residential development to support businesses.

Zoning for Downtown Apartment Project Clarified as Extension of Town Center District

The EDA discussed the zoning implications for the proposed apartment development on the City Hall parking lot. Staff clarified that the area would need to be rezoned to 'town center,' which is adjacent to existing town center zoning. This is not considered spot zoning as it aligns with the future land use map supporting mixed-use and apartment development, extending the existing town center district. The Main Street District, where the development is currently located, is also a mixed-use zone.

Drive 210 Campaign Update: Business Impacts and Social Media Success

Updates were provided on the Drive 210 campaign, highlighting its social media reach and the impact on participating businesses. Northdale Oil reported a 50% business decrease since the campaign started, attributed partly to its location within the construction zone. Other businesses visited by 'Babe the Blue Ox' include Northern Pacific Center, local express, Native Salon Boutique, Notch 8, Dunkin' Donuts, Brainerd Lakes Airport businesses, Super One Foods, and Carl's Appliance. The campaign's promotional video reached approximately 30,000 people, with strong social media growth on Facebook.

City Hall Parking Lot Eyed for Apartment Development; Other Project Denied

The Economic Development Authority (EDA) received an update on the potential redevelopment of the City Hall parking lot into a multi-family apartment complex by Lumber One Development Company. The developer requested the property for $1 and tax abatement, with a letter of intent outlining a 90-day exclusive negotiation period. The EDA voted to recommend moving forward with the letter of intent to the City Council. Separately, a proposed CMHP apartment development on Wright Street was denied by City Council, rendering the site not viable for apartments due to its proximity to industrial uses.
