Brewer Proposes 3% Water Rate Increase Amid Infrastructure Concerns
The Brewer City Council held a public hearing to discuss a proposed 3% water rate increase for most customer classes. Superintendent Rodney Butler presented the need for the increase, citing aging infrastructure, rising operational costs for chemicals and maintenance, debt service on recent improvements, and the need to maintain safe and reliable drinking water. The proposal also includes phasing out the tiered rate system, which currently rewards higher water usage, to encourage conservation and better align with current practices. Concerns were raised by a resident regarding the impact on low-income individuals and gardeners, questioning the lack of separate metering for non-sewer water usage. The council acknowledged these concerns and discussed the city's efforts to secure grants and perform in-house projects to mitigate costs.
Brewer Approves Limited Amusement License for Benjamin Brewer, Dancing Conditional on State and Local Approvals
The City Council considered a motion to issue an amusement license to MF Dream, LLC, doing business as Benjamin Brewer, for their establishment at 46 Acme Road. The license was approved with the condition that it be limited to live music without dancing, until the requirements of the land use code and the state fire marshal's office are satisfied to allow dancing. This decision followed a public hearing and discussion regarding the applicant's request for both music and dancing. Code Enforcement Officer Christy Rhines' email indicated that while music is permissible, dancing requires additional permits and site plan approval related to dance hall regulations, which the applicant had not fully obtained. The applicant, Rich Clark, expressed a desire to comply with all regulations and is actively pursuing the necessary permits from the fire marshal. The council also moved to adopt a related resolve approving the State of Maine Class A restaurant/lounge liquor license for the same establishment.
