Absenteeism and Truancy Rule Amendments Proposed to Standardize Definitions and Processes
Amendments to rule R277-607 on absenteeism and truancy prevention were discussed, aiming to create consistent definitions across rules for attendance and truancy. Key changes include requiring LEAs to establish clear processes for converting unexcused absences to truancies and distinguishing between truancy as an attendance data point versus a disciplinary incident. The rule proposes a threshold of 20 truancies before notation as a disciplinary incident in U Tracks. Discussions highlighted the complexity of defining attendance, truancy, and excused vs. unexcused absences, particularly concerning students who are present for part of a day. The current proposal aims for a 'full-day' truancy definition for state reporting, moving away from the 'any part of the day' attendance standard.
Data Standards Rule Aligned with Attendance and Accounting Definitions
The committee approved amendments to rule R277-484, Data Standards, to align data submission definitions with those in rules R277-607 (absenteeism/truancy), R277-419 (pupil accounting), and R277-100. This ensures consistency in how LEAs submit their data to the state regarding attendance and other key metrics.
Summary of LEA External Audit Findings Shows Mostly Clean Audits
John Palmer presented a summary of LEA external audit findings, noting that most were standard budgetary compliance issues. Out of 117 LEAs, 111 received 'clean' audits (unmodified opinions or emphasis of matter), while six had more serious findings that are being actively followed up on. The number of findings is comparable to previous years and considered not terrible given the volume of funds handled by LEAs.
Statewide Online Education Program Rule Amendment Approved on First Reading
The committee reviewed a draft amendment for the statewide online education program, focusing on streamlining existing rules by removing information already present in statutes and tightening wording to make the rule more succinct. Staff recommended substantial rewrite, noting that most changes involved removing redundant information and clarifying existing statutes rather than introducing substantive new changes. Questions were raised regarding specific input from Mr. Van Tassel and the business administrator from South Summit, with staff confirming that input requesting changes outside the scope of current statutes could not be accommodated. The draft was approved on first reading and forwarded to the board for second and final approval.
