New Ordinance Restricts Camping on Private Property
The City Council considered an ordinance (8-26-20) making it unlawful to camp on private property without express authorization. This ordinance aims to address resource-intensive complaints related to private RV and tent encampments, which often involve property owners incurring cleanup costs and significant personnel hours from the city. The ordinance allows for exceptions for residential property owners who grant express written permission for camping for up to seven consecutive days and no more than 15 days per calendar year. The new ordinance provides a mechanism for Community Service Officers (CSOs) and patrol officers to directly address unauthorized camping where other violations are not present and has been revised to address concerns about permitting family or friend visits versus long-term encampments. The ordinance passed 7-0 with two absent.
Airport Noise Violation Funds Resumed, I-76 Corridor Transportation Alliance Proposed
Councilmember Padilla reported attending the Airport Coordinating Committee meeting, where it was noted that the city has resumed receiving funds for noise violations at the airport. These funds, along with the Aerotropolis strategic plan for economic development around the airport, are being used to support initiatives targeting the north end of the airport. This includes improving traffic patterns, accessibility, and transportation from the north side. Councilmember Padilla also plans to submit a policy item request for a transportation alliance based on the I-76 corridor, suggesting it could influence development and address issues affecting the city, potentially further west than existing coalitions.
City Council Amends Regulations for Wireless Communication Facilities
The City Council held a public hearing and first reading for an ordinance amending the Land Use and Development Code related to wireless communication facilities. The amendments aim to comply with new state legislation limiting the city's ability to require permits for minor modifications to these facilities. Key changes include removing the term 'site improvement permit' for minor modifications, requiring a verification form instead, and updating review timeframes to align with state and federal law. Additionally, the proposed changes would allow the Director of Community Development to refer potentially incompatible applications to the Planning Commission instead of City Council, ensuring consistency in the public hearing process. The ordinance simplifies the approval process for maintaining, swapping, or installing new, similarly sized equipment on existing facilities, which is seen as crucial infrastructure for reliable communication, including emergency services.
Brighton Proclaims June as LGBTQ+ Pride Month
The City Council proclaimed June as LGBTQ+ Pride Month, affirming Brighton's commitment to fostering an inclusive and welcoming community. This proclamation acknowledges the historical and ongoing discrimination faced by the LGBTQ+ community and celebrates the diversity that enriches the city. A resident, Cindy Vargas, spoke in gratitude for the proclamation, emphasizing its importance for allies and the transgender community.
