City Council Approves 2026 Budget Amendment, Allocating Funds for Intern, Beautification, and Downtown Improvements
The City Council voted on Ordinance 26-019, which amends the 2026 budget. The amendment includes a $10,000 transfer from the 3B tax fund to the general fund for a temporary public information office intern, an additional $30,000 in 3B funding for landscaping and beautification of medians along Sixth Street, and a shift of $50,000 from the 3B fund to the pillow tax fund for the Brookings Regional Growth Alliance (BRGA) contribution. Additionally, a $100,000 contribution to the BRGA is included to support downtown public restroom improvements. These changes were previously discussed during the first reading, and no modifications were made. Staff recommended approval.
City Council Accepts Ownership of Arbor Hills Detention Basins to Ensure Proper Maintenance
The City Council accepted ownership of two detention basins located in the Arbor Hills subdivision. These basins, constructed in 2018, were designed and maintained in accordance with city standards and are now eligible for city ownership. Accepting ownership ensures proper maintenance to mitigate downstream flooding impacts and maintain hydraulic performance, water quality, and regulatory compliance. The resolution authorizes the city manager to enter into an agreement with CD Properties LLC for the transfer of ownership. Council members inquired about potential recreational path integration, noting that while not currently planned, future opportunities may arise, though existing homeowner maintenance up to the basin edges might present challenges. A policy for detention basin acceptance, implemented last fall, was highlighted as a resource for residents to understand ownership and maintenance responsibilities.
Brookings Area Transportation Plan Presented, Outlines Future Multimodal Improvements
The City Council received a presentation on the Brookings Area Transportation Plan (BATP), a long-range multimodal transportation plan for the Brookings Area Transportation Network looking out to year 2050. The plan was developed through a two-year collaborative effort between the city, the South Dakota Department of Transportation, and various stakeholders. It includes extensive traffic counting, forecasting, identification of transportation issues, and potential projects. Public input was gathered through open houses, stakeholder meetings, and travel surveys. The plan outlines a major roads plan, design guidelines, a bicycle and pedestrian plan, and a safety action plan aimed at reducing fatal and serious injury crashes. It also includes illustrative concepts for road diets and downtown complete streets corridors. The implementation plan provides a roadmap for future projects, including funding analysis and prioritized recommendations. Council members discussed the implications of road diets for emergency services, snow removal, and traffic flow, as well as the balance between different user needs and the importance of public engagement for significant changes.
Edgebrook Golf Course Water Sourcing Project Approved Amidst Cost Increases
The City Council approved a contract award to LLN Suns Excavating Inc. for the Edgebrook Golf Course Water Sourcing Project. This project aims to connect the golf course to the Brookings Municipal Utilities raw water system to improve irrigation reliability and reduce dependence on existing water sources. The project faced cost overruns compared to the original estimate, attributed to mobilization and dewatering costs, leading to a rebid and scope re-evaluation. To manage the increased cost, the city will utilize reserves, raise golf course fees starting in 2027, pause strategic plan improvements, and delay certain irrigation and pump projects. This infrastructure investment is deemed critical for the golf course's long-term sustainability and operational viability.
Preliminary Plat for Prairie Sunset Edition (Sunset Lake Estates) Approved
The City Council considered a preliminary plat for the Prairie Sunset Edition, proposing 11 residential lots in an R1A low-density single-family district located along West 20th Street South. The development includes extending Brighton Road southward, providing a turnaround, and allocating significant area for drainage. The subdivision name has been updated to Sunset Lake Estates Addition. Council members discussed connectivity to other areas for traffic detours during potential future construction on 20th Street South, noting that a southern connection is not feasible due to a detention pond and private lots. The plan was unanimously recommended by the Planning Commission, and council members commended the developers for listening to community input and creating a plan that fits the site's transition from urban to rural settings. Concerns were raised about the maintenance of cul-de-sacs, particularly regarding snow removal if multiple driveways are present.
