City Council Holds Public Hearing for FY2026-2027 CDBG and HOME Action Plan
The city is moving forward with its Community Development Block Grant (CDBG) and HOME Investment Partnership Program Annual Action Plan for 2026-2027. This involves a formal 30-day public comment period that began after the public hearing. The HOME consortium, covering five counties, has an estimated $1.65 million for the upcoming fiscal year, while the CDBG program for the city of Burlington has an estimated $1.2 million. A minimum of 70% of program funds must benefit low to moderate-income individuals. The city will also host two additional public meetings on June 23rd and June 25th for further public input. The application period for the current cycle has closed, but information on upcoming application periods and deadlines will be disseminated.
Resident Calls for Improved Communication and Transparency in Program Outreach
A resident, Teresa Wy, expressed concerns about the communication strategy for city programs, specifically the HOME program. She argued for more consistent and equitable methods beyond email blasts and the mayor's radio, suggesting the use of social media, direct mail, and community partnerships. Wy also requested that additional public hearings be scheduled to explain the in-depth programs like HOME and CDBG, and inquired about the utilization of a previously allocated $100,000 and the status of a traffic study.
Traffic Ordinance Amendments Approved, Including New Stop Signs and Speed Limit Reduction
The city council approved several additions to the consent agenda, including an ordinance amending the traffic ordinance. The specific recommendations within this ordinance include converting the two-way stop at Elm Street and Spin Street to an all-way stop, reducing the speed limit on Trail 4 from Meban Street to Alamance Road from 35 to 25 mph, and converting the two-way stop at Trail 4 and Trail 5 to an all-way stop.
Affordable Housing Funding of $350,000 Allocated for FY2026-2027
During the budget hearing, a discussion ensued regarding affordable housing funding. The city had $250,000 allocated in the previous fiscal year's budget for affordable housing initiatives, which was not utilized due to a lack of a defined program and RFP process. This amount will be moved to a restricted fund and will be available going forward. Additionally, $100,000 is budgeted in the new proposed budget for affordable housing, and this amount was reduced to help balance the overall budget. This brings the total effectively available for affordable housing to $350,000 starting July 1st, in addition to CDBG and HOME funds.
Resident Urges Enhanced Communication Strategy for Community Development Programs
During the public hearing for the CDBG and HOME Action Plan, Teresa Wy suggested improving the communication strategy for these programs. She recommended incorporating social media, direct mail, community presentations, and collaboration with local nonprofits, similar to strategies used for corridor initiatives. Wy also emphasized the need for equitable communication methods beyond email blasts and the mayor's radio, especially to address the digital divide and ensure community members are informed.
