Calabasas Adopts 1% Transaction and Use Tax (Measure K), Authorizes Implementation Agreements

The City Council conducted a second reading and adopted ordinance number 2026-422, imposing a 1% transaction and use tax (Measure K) for general governmental use. This measure, approved by voters with 63.29% 'yes' votes, will go into effect on October 1st, 2026. The council also approved resolutions authorizing the city manager to execute agreements with the California Department of Tax and Fee Administration (CDTFA) for the implementation and administration of the tax. These agreements include up to $175,000 for the CDTFA's preparation costs and ongoing administration. Additionally, resolutions were adopted to authorize specific city employees and a consultant (Hinderliter DeLamas) to view sales tax data, and to authorize the city manager, mayor, and city clerk to sign necessary forms for the CDTFA. The budget committee will continue to work with existing revenue and will not incorporate Measure K revenue for new projects or spending in the upcoming budget.

Calabasas Council Supports E-Bike Regulations, Defers Decision on Civil Claims Bill

Assembly Bill 2529, concerning civil claims against public entities and employees requiring a declaration of belief, was ultimately not put to a motion for support after council members expressed concerns about its diluted impact and the need to conserve the city's advocacy voice for more significant issues. The Council also tabled a motion related to the CJPIA (California Joint Powers Insurance Authority) liability reform efforts pending further information, specifically a letter detailing their efforts.

Southern California Edison to Underground 17 Miles of Electrical Facilities in Calabasas to Reduce Wildfire Risk

During public comments, Stephanie Mullen, Government Relations Manager for Southern California Edison (SCE), provided an update on SCE's targeted undergrounding programs aimed at reducing wildfire risk and improving electric reliability. Over the next three years, SCE plans to underground approximately 17 miles of electrical facilities within Calabasas, including parts of Paradise, Plateau, Rhonda, Milo, Siena, and Horntoad. Construction on the Paradise circuit, covering 1.28 miles along Old Topanga Canyon Road, is anticipated to begin in late June or early July and complete by the third quarter of 2027. Motorists can expect temporary lane closures and minor delays during construction.
