Form of Government Committee Presents Findings, Recommends Council-Manager Model

An ad hoc committee presented its findings and recommendations on the city's form of government, evaluating the current mayor-council (strong mayor) system against the council-manager model. The committee, after extensive research and interviews, highlighted that Camas currently operates a hybrid model with a city administrator reporting to the mayor. The presentation detailed the pros and cons of each form, emphasizing fiscal responsibility, long-term sustainability, and qualified leadership as key decision criteria. The majority recommended transitioning to a council-manager form with a directly elected mayor, citing national standards and the need for proactive governance. The minority opposed the change, arguing the current hybrid system is effective and lacks compelling evidence of failure, advocating for broad public engagement before any restructuring. The committee stressed the importance of community education and engagement regardless of the chosen path.

HSR Development Agreement and Master Plan Presented to Council

Robert Maul presented the HSR Development Agreement and Master Plan, outlining the purpose and components of a development agreement as a tool for managing large-scale, long-term projects. The agreement, located in the Northshore subarea, aims to provide continuity and predictability in development standards, regulatory certainty, and clarity on financing obligations for public infrastructure. The presentation detailed the general site master plan for the HSR site, including cross-sections for Northshore Boulevard to accommodate pedestrian, bicycle, and vehicle traffic, considering topography and wetlands. The agreement addresses phasing and transportation connectivity, particularly the gap between HSR and the SunCal development. It also touches upon potential cost-sharing for infrastructure upsizes and the process for latecomers' agreements. The presentation highlighted that the city has anticipated growth and infrastructure needs through its comprehensive and transportation master plans.

Council Authorizes RCO Grant Application for West Little League Field Improvements

The City Council discussed and authorized the application for a State Recreation and Conservation Office (RCO) grant to improve the West Little League field at Forest Home Park. The proposed improvements include artificial turf infield, flexible pitching mound and base paths, improved outfield drainage, LED lighting, and ADA-compliant upgrades. The total project cost is estimated at $1.1 million, with $550,000 requested from RCO and a 50% match from the city and Camas Little League. The city's contribution of $550,000 includes $350,000 from the Forest Home capital budget and $150,000 from park impact fees. Camas Little League is contributing $50,000. The council's authorization is for the mayor to sign the application, with a final funding decision expected in July of the following year.
