14th Street Improvements Project LED Aspects Abandoned Due to Property Owner Protest
The council considered a resolution to abandon the creation of LED 162 for the 14th Street Improvements Project. Due to protest from over 50% of property owners (58 out of 80), the LED aspects including curb, gutter, sidewalk, and driveway approaches will not proceed. However, the city will move forward with street repair, water line repair, and some stormwater system repair due to the poor condition of the road (PCI score of 38) and water mains. This decision was influenced by the high number of property owner objections, which is a recognized outcome in the LED process that allows property owners to protest. Staff acknowledged learning from this process and aiming for better public engagement in future LEDs, considering the strict timelines for meetings. Concerns were raised about the impact of not installing curb, gutter, and sidewalks on drainage and the long-term integrity of the street, with an agreement that the lifespan of the pavement will likely be diminished in certain areas.
K Street Improvements Project Change Order Addresses Lingering Work, Traffic Concerns
Discussion regarding the K Street Improvements project, specifically authorizing a change order for work from St. Mary Street to Rintock Trail. Staff explained that lingering items, including patching and manhole rehabilitation using coatings, necessitated the change order. The manhole rehabilitation involves a trenchless approach where a liner is sprayed inside the manhole. Concerns were raised about potential traffic implications, particularly with McKinley Street being closed due to interstate construction. Staff committed to investigating any traffic implications and providing information for the Friday info packet, noting that the spraying of manholes is a short duration activity.
City Seeks $700,000 Grant for Fort Casper Documentary
The city is requesting support to apply for a $700,000 grant from the National Endowment for the Humanities Media Project to fund the production of a documentary film. The film will focus on Fort Casper and the Battle of Platte Bridge Station, aiming to educate the public about lesser-known aspects of this influential event in Western expansion history. The goal is to engage audiences, highlight historical nuances, and draw visitors to the Fort Casper Museum. The project is led by Steve Gainner, an Emmy award-winning cinematographer. The grant application is due June 25th, with award announcements expected in December 2026. Project commencement is anticipated between March and September 2027, with a completion timeline of up to 36 months. No matching funds are required for this grant.
