City Council to Consider Hiring DKS Associates for Public Information Services
The City Council is considering authorizing the City Manager to negotiate and enter into a professional services agreement with DKS Associates for public information services. DKS Associates was the sole respondent to a Request for Qualifications (RFQ) issued on April 26th, for services supporting citywide communication efforts, including potential outreach for municipal revenue measures and other initiatives. Staff found DKS qualified despite the lack of other proposals. The proposed services include fiscal analysis, developing a public information strategy, community outreach, preparing informational materials (fact sheets, FAQs, digital content), and optional polling. DKS proposes a flexible, task-based fee structure with hourly billing rates and optional services, allowing the city to control costs. The council is asked to direct the City Manager to negotiate the final scope of work and contract.
Officer Vega Honored for Boxing Victory; Dispatcher Compensation Discussed
The City Council recognized Officer Jose Vega for his victory at the Central California Battle of the Badges, where he became the new master UCA cruiserweight champion. He was the first to represent the Kinga Police Department and the city in this event, demonstrating strength, heart, and determination. The council also discussed the ongoing wage reopener for general and nonsworn employees, with a representative from SEIU 521 advocating for improved compensation for public safety dispatchers, highlighting their critical role in emergencies and the emotional toll of their work. The speaker urged the council to reconsider their counter offer, emphasizing the importance of competitive wages and cost-of-living adjustments to retain experienced dispatchers and ensure skilled professionals are available for 911 calls.
Employee Cost Allocation Study Complete; Natural Gas Enterprise Update Shows Improved Financial Outlook
Dan Burman presented findings on employee cost allocation and an update on the natural gas enterprise. The employee cost allocation study aimed to reassign the cost burden of 37 employees with multiple responsibilities proportionally across departments and enterprise funds. The study resulted in shifts away from natural gas and water towards the general fund, and also adjusted allocations between streets, water, and sewer. No overall budget increase or decrease occurred, only a reallocation of existing costs. In the natural gas update, Burman noted current low gas prices and discussed purchasing strategies. He presented updated revenue and expense projections for fiscal years 2026 and 2027, showing a shift from a projected deficit to a surplus in fiscal 2026 due to rate increases, lower gas costs, and PG&E rate adjustments. Projections for fiscal 2027 also improved, moving from a significant loss to near break-even, with adjustments made to personnel, contractual services, and supplies costs. Capital projects for the gas enterprise, including anode beds, are budgeted at $377,000, with anode bed repairs being a priority. The gas purchase policy is being reviewed to potentially offer more flexibility regarding purchase percentages.
