City Council Approves First Reading of Ordinance for 1.16-Acre Annexation for Industrial Development
The City Council reviewed and approved the first reading of Ordinance 07-2026, concerning the annexation of approximately 1.16 acres of real property located east of Gryom Parkway, north of Oxbow Circle, and south of Canaveral Groves Boulevard. This annexation is necessary because the parcel is within the city's wastewater utility service area, and connection to this service requires annexation for non-city property contiguous to the city boundary. The property owners, Dale and Lorie Morris, are represented by Alex Gets of KPM Franklin, with Park Industrial LLC as the applicant. The proposed development for the aggregated property includes industrial complex operations such as warehouse and distribution, contractor offices, light and heavy manufacturing, outdoor storage, and heavy equipment rental/repair/service/sales. The annexation requires assigning industrial future land use and M2 zoning, with the planning and zoning board review tentatively scheduled for July. Sirrus Mixed-Use PUD Phase 2 Commercial Development Approved, Including Quick-Service Restaurant and Dental Office

Staff recommends approval, subject to conditions outlined in the staff report. Chipotle was mentioned as a potential tenant, and its arrival was supported by council members. The ordinance passed unanimously.
City Secures Nearly $10 Million in Federal and State Funding for Fire Station, Infrastructure, and Multimodal Access Road
The City Manager reported on significant federal and state funding approvals. A request for a new fire station in northwest Cocoa has passed the subcommittee and is slated for $2 million in funding, supported by Congressman Herodopoulos. An additional $1 million was secured for wastewater infrastructure expansion in the same area. Furthermore, $2 million has been allocated in the state budget for the Cocoa Multimodal Station Access Road, and $4.7 million for baffle box projects in the city. This brings the total funding secured to $9.7 million. These projects are aligned with the city's strategic and capital improvement plans.
City Council Reviews Ordinance to Allow Large-Scale Recreation Centers in Industrial Zones
The City Council considered the first reading of Ordinance 04-2026, which amends Appendix A, Article 11, Section 19 of the zoning ordinance to permit large-scale commercial recreation centers and gym/fitness facilities over 12,000 square feet in the M2 (Manufacturing and Industrial) zoning district. This reading is a repeat due to advertisement complications. The amendment was previously approved by the Planning and Zoning Board and City Council on April 14, 2026. The request aims to formally recognize and clarify indoor recreation uses, such as the existing Beachline Raceway facility which has operated since 2017. The amendment also establishes development standards for similar indoor recreational uses compatible with industrial areas. The ordinance passed unanimously on the first reading.
