City Council Considers $44,000 Contract for Annexation Consulting Services
The City of College Park is seeking to approve a contract with Charles P. Johnson and Associates, Inc. (CPJ) for surveying and annexation consulting services, not to exceed $44,000. CPJ will provide surveying, land use, and data mapping for two phased annexation options. Option one includes two private properties, churches, nonprofits, and University of Maryland properties. Option two primarily includes the MNCC property and land adjacent to Alhuda School, along with other USDA properties and two private businesses. The contract is crucial for defining annexation boundaries to avoid creating enclaves and comply with annexation law. Staff anticipates this work will be completed by the end of the summer, with a cost-benefit analysis to be provided later. The contract funding will come from CIP dollars and consulting funds within the Public Works department. The 'why' for annexation, particularly concerning quality of life and future land use, will be further explored in strategic planning.
College Park Aims for LEED for Cities Certification to Enhance Sustainability Efforts
The City of College Park is applying to become a LEED for Cities certified city, joining a cohort of over 300 cities and counties in the United States. The city aims for Silver certification, with a projected timeline of 18-24 months for data collection, performance metric documentation, and certification submission. The initiative is a cross-departmental effort involving planning, engineering, administration, sustainability, grants, and GIS staff.
The Mark at College Park Development Moves Forward with Council Support for Site Plan and Subdivision
The City Council is considering a preliminary plan of subdivision and detailed site plan for "The Mark at College Park" development, located at 4330 Hartwick Road and 4313 Knox Road. The project involves demolishing existing buildings and constructing two new student housing buildings with 589 dwelling units and 2,300 beds. The applicant committed to several public benefits, including a pedestrian promenade, pocket park, pollinator garden, and reduced-price housing opportunities. The plan consolidates two parcels into one, with garage access from Hartwick Road only. The applicant has agreed to conditions regarding affordability, including offering a percentage of units at 30% below market rate for eligible individuals. The council also discussed and approved a motion to support the preliminary plan and a separate motion to recommend approval of the detailed site plan and declaration of covenants, with added provisions for ride-share/delivery spaces.
