City Approves $75,000 Agreement with Tourism Bureau for 2026-2027

City Council Approves 2026 Budget Adjustments Across Multiple Funds
The City Council approved an ordinance increasing expenditure budgets for the 2026 fiscal year across several funds: General Fund, Forfeited Seized Fund, Motor Fuel Tax Fund, Capital Projects Investment Fund, and Hospitality Fund. The ordinance involves three main actions: 1) A $70,000 administrative realignment of grant fund expenses from the Forfeited Seized Fund to the General Fund. 2) An appropriation of $416,162.36 from the Motor Fuel Tax Fund balance to cover the final expense from the 2019 Spring Street project, closing out the project with IDOT. 3) A net increase of $21,000 in the Capital Improvement Fund, with $30,000 collected for the Horseshoe Lake project and $9,000 moved from the Capital Improvement Fund to the Hospitality Fund for parks and recreation expenditures. The total increase across the funds is $446,162.36. Staff recommended approval, noting the expenditures are consistent with operational objectives.
City Approves Agreement for Relocation of 911 Equipment to Enhance Data Backup
The City Council approved an ordinance authorizing an intergovernmental agreement between the Madison County Emergency Telephone System Board (ETSB) and the City of Collinsville for the relocation of certain AIS equipment related to public safety answering points (PSAPs). This agreement is part of a collaborative effort to achieve cost savings for the county's 911 operations. The ordinance allows for the transfer of Motorola AIS equipment from Glen Carbon to Collinsville. Collinsville will provide the necessary space, data connection, power, and environmental conditions for the equipment, while ETSB will assume ownership. This initiative is projected to save ETSB and its supported PSAPs hundreds of thousands of dollars in infrastructure costs. The agreement has an initial five-year term, with renegotiations scheduled for January 2030. IT Director Sean Seckler presented the ordinance, clarifying the equipment would be housed at the police department.
Vacant East Johnson Street Parcel Rezoned to Uptown Collinsville District
The City Council approved an ordinance to rezone a 0.14-acre city-owned parcel on East Johnson Street, previously vacant, to align with the Planned Uptown Collinsville District (P UCD) zoning. The parcel has been transferred to Starnes Properties LLC (Masters Auto), the owner of the adjacent property. The rezoning aims to consolidate the parcel with the adjacent property, making it more marketable for future development within the uptown area. The property is currently zoned B2 (Limited Commercial). The ordinance repeals and replaces ordinance number 2619 to incorporate this new parcel into the P UCD district. While the parcel cannot be used for automotive purposes under the current P UCD zoning, it can be developed for any other appropriate use permitted in the district. Staff and the Planning Commission recommended approval, finding the request met zoning analysis criteria and furthered the comprehensive plan.
415 North Hesperia Rezoned to Accommodate Personal Vehicle Storage
The City Council approved an ordinance to rezone property at 415 North Hesperia from R3 (multifamily residential) to PR1 (planned single-family residential). The property is a vacant, non-conforming commercial site formerly occupied by Rightway Foreign Auto Repair. After the business closed in 2021, it lost its non-conforming status after one year. The new owner purchased the property in 2025 with the intent to store personal classic cars inside the existing 1,500 sq ft metal service garage. Since storage as a primary use is not permitted in residential districts, a rezoning to a planned district was necessary. The proposed PR1 zoning allows for this specific use with conditions, including no outdoor storage of vehicles, materials, or equipment, and no commercial activity. Staff and the Planning Commission recommended approval, finding the use less impactful than commercial activity, adaptive for a vacant site, and more in compliance with the future land use map which designates the area for single-family use. The existing R3 zoning would have required any new non-residential use to trigger a rezoning.
