The presentation also touched upon potential for solar PV and LED lighting upgrades. The estimated costs, after applying federal incentives like the Inflation Reduction Act (IRA), are approximately $1.5 million for geothermal HVAC and roof replacement. Staff requested authorization to proceed to the next step with Verigy to finalize scope and costs, emphasizing that no city funds would be committed until final approval. The current HVAC systems are operational in some areas, with the second-floor offices lacking AC, and the roof is in poor condition.
Horner Shiffron, Inc. Selected for Welden Spring Road Phase 1 Engineering Services
The city is seeking approval to negotiate and execute a professional engineering services contract with Horner Shiffron, Inc. for the Welden Spring Road Phase 1 improvements project. Horner Shiffron, Inc. was selected as the most qualified firm following a request for qualifications. Their services will include project management, preliminary design, right-of-way preparation, environmental documentation, final plans, specifications, and bidding support. The contract amount is not to exceed $36,364. Eligible project costs are anticipated to be reimbursable through federal STBG funding and St. Charles County funding. Staff recommended approval, requesting two readings due to the project's timeline.
Chuck Bosard Appointed as New City Historian
The city is appointing Chuck Bosard as the new city historian. He is a retired St. Louis County police officer with extensive experience in writing and investigating, as well as a deep passion for history. He will succeed Glattis Grezenhower, who previously served as historian for many years and curated a historical display at city hall. Bosard's appointment comes after discussions with the St. Charles County Historical Society and recognizing his active involvement as a Darden Prairie resident. The Mayor introduced Mr. Bosard to the board, inviting questions.
Darden Prairie Approves Updated Intergovernmental Agreement for Regional Traffic Signal Coordination Program
The Board of Aldermen reviewed the second amended intergovernmental agreement for the Gateway Greenlight Program, a regional traffic signal coordination program. This program allows St. Charles County, MDOT, and local cities to share traffic data and communications for consistent operation of traffic signals and related devices. The amendment updates the existing agreement regarding the use, maintenance, and coordination of the shared traffic communication system, and includes updated exhibits. Staff recommended approval to allow Darden Prairie to continue its participation. The program allows cities to control traffic signals, monitor intersections with cameras, and set up timings. The agreement is administrative and does not involve new construction, with no additional cost to the city beyond staff time.
Delmare Gardens Fireworks Permit Request Sparks Discussion on Ordinance Exceptions
The Board of Aldermen discussed a request from Delmare Gardens for a permit to discharge fireworks on Sunday, June 28, 2026. This request stems from a previous denial due to an ordinance passed a couple of years ago that prohibited fireworks on Sundays. Aldermen expressed concerns about safety on the road where the fireworks are discharged, the disruption to residents who have to work the next day, and the general intention of the ordinance to provide a break.
