City Partners with iHeartMedia for Fourth of July Promotion
The City Council approved the attached Fourth of July media promotion agreement with iHeartMedia, Inc. (specifically local radio station XL 106.7). The partnership aims to promote the city's 250th-anniversary celebration, including an elevated fireworks, drone, and laser show. iHeartMedia will provide on-site promotion, a DJ, and an MC to enhance the event's atmosphere and community engagement. This marks a return to media partnerships for the event, deemed appropriate given the scale of this year's celebration. The agreement was approved unanimously.

The council approved awarding RFP 1726 to Stantec Consulting Services, Inc. for $57,215 to conduct a non-ad valorem fire assessment rate study. The study will evaluate and develop potential funding methodologies for fire rescue services and provide implementation guidance. Stantec was the highest-ranked firm among four proposals, with a score of 94.67, emphasizing a defensible methodology. Meadowlay Overlay District Minimum Lot Size Reduced to 4,200 Sq Ft
The city council approved the second reading of Ordinance 06-2026, which reduces the minimum lot size in the Meadowlay Overlay District to 4,200 square feet. This change aims to make existing lots conforming, as approximately 70% of lots are currently under the default MH-5 zoning district minimum of 5,000 square feet, with some as small as 4,250 square feet. The ordinance does not increase density or the number of units, but rather aligns development regulations with the existing conditions on the ground, ensuring consistency and conformity within the district. Staff recommended approval, finding it consistent with the comprehensive plan.
Referendum to Establish St. John's River Estate Improvement District and Special Assessment Approved for Ballot
The council considered the second reading of Ordinance 05-2026, which pertains to establishing the St. John's River Estate Special Residential Neighborhood Improvement District and authorizing a special assessment of up to $500 per parcel annually. This resident-initiated request, verified by petition, will be placed on the November 3, 2026, ballot for affected voters. The purpose of the district and assessment is to address deficiencies in streets and drainage within the neighborhood. Approval of the ordinance allows the question to be presented to the voters.
