Three Parcels on North Little Creek Road Annexed and Re-zoned to Industrial Park Manufacturing
The council considered and adopted an annexation resolution and rezoning ordinance for three parcels of land located at 1624 North Little Creek Road, totaling 3.15 acres and an adjacent unaddressed parcel of 0.48 acres. These properties were recommended for annexation and rezoning by the Planning Commission. The proposed zoning classification is IPM (Industrial Park Manufacturing Zone) and Airport Environs Overlay Zone APZ2. The resolution and ordinance were approved by the council.

This project aims to reduce energy purchases on the market, lower costs for SREC purchases, and generate overall savings for Dover customers. The project requires an initial investment to conduct engineering work and potentially lock in investment tax credits by July 4th. Council debated the use of the land for solar versus potential future job creation opportunities along the rail line, ultimately voting to authorize the initial 100 hours of work for the solar project and requesting a broker analysis for the rail line property.
Dover Considers Transition of Vice Mayor Office to Directly Elected Position Following Governance Review
Council discussed a proposed charter amendment to transition the office of vice mayor from a council-appointed status to a directly elected office. This proposal was put forth by Dr. Roy Sudler Jr., District 4 Councilman, who cited the recent prolonged absence of Mayor Christensen as highlighting a flaw in the current governance structure. The amendment aims to enhance transparency, accountability, and stability during crises. The council then proceeded with the nomination and election process for Council President Vice Mayor, with Councilman Fred Neal being elected.
Two Additional Parcels on North Little Creek Road Rezoned to Industrial Park Manufacturing
The council reviewed and approved a rezoning application (Z2601) for two adjacent properties owned by United Worldwide Express LLC, located at 1600 North Little Creek Road and an adjacent parcel to its east. These properties are to be rezoned from CPO to IPM (Industrial Park Manufacturing Zone), while remaining subject to the Airport Environs Overlay Zone APZ2. The Planning Commission recommended approval, and the council subsequently approved ordinance 2026-07.
