Cassell Contract Approved for Utility Billing to Enhance Efficiency and Save Costs
The council approved a contract with Cassell for utility billing services. This move is part of a long-term plan to improve the accounting department's efficiency by outsourcing the sending of approximately 40,000 utility bills annually. Cassell is the borough's existing accounting software provider. The first-year savings are estimated at $4,700 due to not needing to purchase equipment, with annual savings of at least $750 going forward. This change is not expected to alter how residents receive or pay their bills. The motion was made by Council Member Levenberg and seconded by Council Member Watt, passing six to zero.
Zagora Construction Awarded 2026 CDBG Bid After Disqualification of Low Bidder
The council decided to award the 2026 CDBG bid to Zagora Construction for $114,600. The original low bidder, Eastn General Contractors, was disqualified due to a defective bid, lacking required references and containing deficiencies in their experience questionnaire and subcontractor listings. The council had the option to reject the bid, reject all bids and rebid, or disqualify the low bidder and award to the second lowest. The recommendation was to disqualify Eastn Contracting and award to Zagora to meet the September 1st deadline for CDBG rules. The vote to approve Zagora passed six to zero.
Upcoming 'Hoops with Heroes' and 'Coffee with a Cop' Events Announced, Memorial Day Proclaimed
The Mayor announced two upcoming police-community events: 'Hoops with Heroes' on June 18th at Community Park from 6:00 PM to 8:00 PM, sponsored by Cedar Crest Post Acute, which will include prizes, t-shirts, Gatorade, raffle baskets, pickup games, and a threepoint free throw contest. The second event is 'Coffee with a Cop' on July 16th at Let's Go Coffee from 8:00 AM to 10:00 AM. Additionally, a proclamation for Memorial Day on May 25th was presented.
Borough Hires Intern Sarah Green at $15 Per Hour
The council approved the hiring of Sarah Green as an intern at $15 per hour. Sarah Green is a resident of the borough and a student at Vermont University. The motion to hire the intern was made by Council Member Levenberg and seconded by Council Member Brem, passing with a six to zero vote.
Borough Council May Restructure Committees to Improve Staff and Member Availability
The council held discussions regarding the potential restructuring of committees to better accommodate staff availability, especially given that some meetings currently occur during the day. Council members were asked to email their interests in specific committees to the President and Borough Manager to help facilitate potential changes. This adjustment is also influenced by the potential addition of a new council member. While aiming to minimize shuffling, some changes may be necessary.
