Resident Raises Concerns Over Ineffective Animal Control Communication
During the public participation segment, Julie Hamilton addressed the council regarding concerns with the city's animal control communication channels. She reported an incident involving a loose dog on May 25th and found that email links for animal control officers (Rhett Gro, Randy Chandler, Terry Sparrow) on the city website were undeliverable. Her messages to the animal control Facebook page and a call to the business number also went unanswered for eight days. Tragically, the dog was later reported to have been hit by a vehicle on I-80. A gentleman named Clayton Alexander later identified the dog as his in-laws' stolen pet. The council acknowledged the issue, apologized for the communication breakdown, and committed to investigating and fixing the broken links and ensuring messages are returned.
City Council Tables Insurance Broker Designation for Further Review
The City Council considered Resolution 26-18, which would designate Tagler and Associates as the broker of record for the city's property and casualty insurance policies with Continental Western Group. However, due to a recent change in the agent handling the city's account and a request for proposals, the council decided to table the resolution. The item was introduced with a motion to pass and then immediately tabled until June 9th.
City Renews Operating Agreement with Parks and Recreation District
The City Council approved Resolution 26-20, authorizing an operating agreement with the Evanston Parks and Recreation District for the operation, management, and regulation of recreation within the city for the 2026 fiscal year. This is a standard yearly agreement that has not changed significantly, with only the dates updated. Council members expressed appreciation for the Parks and Recreation Department's work and the value they bring to the community, particularly in maintaining green spaces and supporting community events.
City Approves Parks and Recreation Facility Improvement Project
The City Council approved Resolution 2619, authorizing the execution of an agreement with Precision Earth Work, Inc. for the parks and recreation facility rockery, slope repair, and drainage improvement project. The resolution corrected a prior mention of the contractor as 'Precision Earthwork LLC' to 'Precision Earth Work, Inc.', clarifying its corporate status. The council confirmed the bid amount was accurate and approved the agreement.
