Multiple School Policies Reviewed, Amended, and Approved for School Board
The policy committee reviewed several policies. Policy 720 (vending machines) and Policy 9008 (capital projects policy) were approved and sent to the school board with no changes. Policy 806 (crisis management) was approved with an amendment regarding the availability of sample procedures. Policy 910 (energy efficiency) was approved without changes after an amendment to specify renewable energy sources failed. Revisions to Policy 410 (family and medical leave) were approved as it is a mandatory policy. Revisions to Policy 625 (copyrighted materials) were approved with only a renumbering change. Revisions to Policy 721 (procurement) were approved after an amendment to include the U.S. Constitution was passed. The committee will reconvene in August.
Procurement and Copyright Policies Updated and Approved for School Board
The policy committee reviewed revisions to Policy 625, "Use and Reproduction of Copyrighted Materials," with the only change being the renumbering of the policy from 625 to 699 due to MSBA releasing its own Policy 625. The revised policy was approved for sending to the school board. Additionally, revisions to the Procurement Policy (Policy 721) were discussed, including amendments to clarify specific titles and dollar amounts for financial authority. A key amendment involved reinserting the "United States Constitution" into compliance requirements after it was initially removed, with the rationale that the Constitution is the supreme law of the land. The amended Policy 721 was approved.
Policy 806 on Crisis Management Sent to School Board After Amendment and Discussion
The policy committee reviewed and discussed Policy 806, "Crisis Management Policy," before sending it to the school board. Initial concerns raised included the absence of attached sample procedures, the omission of specific hazards like sexual assault and highly contagious illnesses from the policy, and the clarity around active shooter drills versus intruder drills. An amendment was passed to change the wording from "attached" to "available at the building level" for sample procedures. However, a member expressed reservations about voting for the policy without further information on protocols for highly contagious illnesses.
Policy 910 on Energy Efficiency Approved for School Board Review Despite Redundancy Concerns
During the review of Policy 910, "Energy Efficiency," a member proposed an amendment to remove specific mentions of "solar and wind energy" from the renewable energy section, arguing it was redundant and potentially harmful, citing studies. The amendment also aimed to broaden the focus to other renewable energy sources. However, the amendment failed due to a lack of a second. The policy was subsequently approved to be sent to the school board without changes.
Debates on Policy Detail and Constitutional Compliance Shape School Board Submissions
During the review of Policy 806, "Crisis Management Policy," significant discussion occurred regarding the clarity and completeness of the policy, particularly concerning attached procedures and specific emergency protocols. While an amendment was made to clarify the availability of procedures, a member expressed ongoing concern about the lack of detailed protocols for highly contagious illnesses, indicating a need for more information before full approval. The policy was ultimately sent to the school board with the amendment, but the dissent highlights a desire for greater transparency and preparedness in policy details. Similarly, during the review of the Procurement Policy (Policy 721), a debate arose over removing the U.S. Constitution from compliance requirements. An amendment successfully reinstated the Constitution, emphasizing its importance as the supreme law of the land and ensuring greater transparency and adherence to fundamental rights in procurement processes.
