Highway Department Updates on Road Maintenance, Glass Spill Cleanup, and Road Closures
The highway department is involved in ongoing equipment maintenance, tree trimming, and asphalt driveway repairs. They are also working on repairing catch basins and culverts on onto your way and in Hanover, and have assisted Manchester and Phelps with milling, oil, and stone projects. The department is working on its road striping audit. A significant incident occurred involving a truck from Tamra that was overloaded and not secured, shedding glass all over Loomis Road, Plaster Mill, Gateway, 322, and Town Line Road, necessitating a large-scale cleanup involving State DOT, county, and town sweeper trucks, which took approximately 2 hours. Additionally, a shoulder closure of Hook Road approaching Route 96 is scheduled for Thursday to restore a manhole, with traffic expected to flow freely but requiring caution. Asphalt repairs are planned for tomorrow, potentially causing minor disruptions. The paving of the asphalt driveway and parking area at the Brickyard tank is scheduled for tomorrow and Thursday, marking the project's near completion. The Wood Drive Bridge will be closed to all traffic.
Town Board Approves Fund Transfers, Bill Payments, and Wastewater Treatment Plant Repair; Discusses Budget Process
The Town Board addressed financial matters including resolutions related to fund transfers and bill payments. A resolution was passed authorizing the transfer of funds from the 2024 BLT reserve to emergency reserves and the parks building upgrade capital project. The abstract for paying bills was presented, totaling $154,160.62, covering various funds and projects including the general fund, highway fund, wastewater treatment plant rehab, town park improvements, parks building renovation, water tank repair, storm drainage, and water districts. The board also approved the repair of the South influence stream at the wastewater treatment plant, not to exceed $146,944, which will render the plant inoperable for an extended period. Additionally, the board waived late fees for two residents after reviewing their circumstances and denied waiver requests for a property management company due to sufficient prior notification of billing. The 2027 budget process has begun, with budget sheets to be distributed to department heads in June, followed by the supervisor's budget guidance memo and Janine's budget sheets in July.
Town Board Approves Procurement for ID Card Printer, Manhole Rehabilitation, and Pipe Lining Services; Discusses Hiring Needs
The Town Board approved several procurement items and discussed ongoing hiring needs. A resolution authorizes the acceptance of a sales quote from Alternative Technology for an ID card printer not to exceed $2,374. Another resolution approves the rehabilitation of nine manholes in Farmington with infiltration issues, not to exceed $40,000, plus nine additional landfills rehabilitation technology. The board also authorized the transfer of funds for the VOT Capital Reserve, closing out remaining money from the 2024 BLT reserve and allocating it to emergency reserves and park projects. Resolution 300 authorizes hiring Scanex Pipe Service to sub-line the Sheldon Road pipe with cured-in-place pipe lining, the lowest of three quotes received. The abstract for paying bills includes various amounts for general fund, highway fund, wastewater treatment plant rehab project, town park improvements, parks building renovation capital project, water tank repair, storm drainage, and water districts. Resolution 326 approves the repair of the South influence stream at the wastewater treatment plant, not to exceed $146,944, plus freight and shipping, which will cause the plant to be out of service for 4-5 months. The town is still seeking a code officer. The hiring of summer recreation staff is underway, with staff training on June 6th.
Parks Department Updates on Maintenance and Summer Recreation; Environmental Board Meeting Postponed
The Parks Department is continuing with equipment maintenance, mowing, trimming, field lining, park rolling, and trail repairs on Burt High. They are also mulching around buildings. In Pumpkin Hook, an incident involving an R and the tennis court fence is being investigated with the police. The summer recreation program registration is ongoing, with 300 campers signed up across five parks; Martensky Park is near capacity, and Beaver Creek Park is closed. Staff training for summer recreation staff is scheduled for June 6th. Permit paperwork for vendors for the fireworks evening is being submitted. Recreation will run from June 29th through August 7th, with field trips planned to Seabreeze, Quicken Farms, Rosalynn Bowl, and a waterslide. The Environmental Conservation Board did not meet due to Memorial Day. The Black Creek drainage study consultant contract is expected to be awarded this month by the Ontario County Board of Supervisors.
Town Board Provides Updates on Accessory Structure Moratorium, E-bike Regulations, and Multiple Development Projects
The town is advancing several zoning and land use initiatives. Local Law Number Two, a moratorium on accessory structures, has begun its six-month period, with workshops scheduled to address existing provisions in Chapter 165, Section 58. A new draft local law will be followed by a public hearing. Local Law Number 3 concerning e-bikes, for which the April 30th draft was not approved, will also undergo workshops with a committee, leading to a new draft and public hearing. For the Cook Properties Farmington Meadows incentive zoning project, street names are being identified, and engineers are amending subdivision plats and site plans for filing. After filing, the town's zoning map will be amended, followed by final subdivision plat submissions and site plan approvals. The Farmington Fire Station Number 2 project is proceeding with preliminary site plan submission for renovations and improvements, with final site plan drawings and building permits to follow. The Pintel Road dedication is progressing, with the Zoning Board of Appeals approving area variances for existing buildings to comply with new setback requirements associated with Pintel Crossing becoming a public highway. Quentinshire Drive will be renamed Pintel Crossing, and Wood Drive Bridge will be closed. The Environmental Conservation Board did not meet due to Memorial Day. The Zoning Board of Appeals will continue deliberations on a temporary use permit for the Bridges for Brain Injury project and area variances for a pending accessory structure. The Fish Solar Farm project will undergo environmental review in June, followed by preliminary site plans and a public hearing. Arnborough, sections seven and eight, has seen rapid lot sales, with expectations to sell out by late July or mid-August. Fairdale Meadows has submitted final plats for 41 lots, and an RG&E station at Hook Road is proposed, with a recommendation to close out its letter of credit. Virtual Church has a final site plan for approval.
