Canyon Del Rio Development Agreement Amended to Address JW Powell Extension Impacts and Roundabout Construction

The City Council discussed and approved a second amendment to the Canyon Del Rio development agreement. This amendment addresses the city's payment for right-of-way acquisition for the JW Powell (JWP) extension across the Canyon Del Rio (CDR) property. CDR will construct a roundabout at 4th and Whetstone, with the city contributing to its cost and acquiring additional right-of-way. Revisions were made to the materials for retaining walls along the JWP extension. The amendment also includes an acknowledgement by CDR regarding Brighton's dedication of right-of-way for the JWP extension, with a clause for damages if Brighton fails to dedicate the land. The resolution authorizes city staff and the mayor to execute necessary documents for the right-of-way acquisition.

Flagstaff Council Considers Zoning Map Amendment for Concrete Batch Plant at 6500 E. Route 66

The City Council considered a direct to ordinance zoning map amendment for a property at 6500 East Route 66, amending conditions of a prior rezoning to allow a concrete batch plant. The property is 18.2 acres of heavy industrial zoning. The proposed site plan dedicates Yard 15 for the concrete batch plant and Yard 14 for aggregate storage. Impact analyses for traffic, water/sewer, and stormwater were considered. The Planning and Zoning Commission recommended approval with three conditions. The applicant notified neighbors within a 300-foot radius and held one virtual public meeting with no attendees, leading to the waiver of a second meeting. The amendment is consistent with the 2030 Regional Plan's future employment area designation and is deemed not detrimental to public interest, contributing to public good through employment opportunities. The site is considered physically suitable. Access to the site is via an easement through the city's wastewater treatment plant property.
