Planning Board Recommends Approval for Ortiz Avenue Rezoning to Light Industrial

Planning Board Approves Comprehensive Plan Amendments for Community Appearance and Concurrency Management
The Planning Board reviewed proposed amendments to two elements of the Comprehensive Plan: Element 8 (Community Appearance) and Element 12 (Concurrency Management). The changes to Element 8 involve wordsmithing and clarifying language, particularly regarding the enhancement of major roadways and the maintenance of existing palm trees. It also removes an objective that placed the onus solely on the Beautification Advisory Board. Element 12 aims to remove duplication and specificity by referencing other elements where detailed levels of service and management strategies are located, providing more flexibility. Staff recommended approval of these amendments, finding them consistent with the Comprehensive Plan and Land Development Code. One board member voted against the amendments, citing insufficient review time (48 hours) and ongoing litigation concerns regarding potential conflicts with state statutes.
Garden Street Iron and Metal PUD Amendment Approved to Streamline Operations
The Planning Board considered an amendment to the Garden Street Iron and Metal Planned Unit Development (PUD) at 3250-3460 Old Metro Parkway. The primary request was to modify the schedule of uses and conditions to allow for minor processing of vehicles on the north side of Southern Garden Street, enhancing operational efficiency for the self-service auto parts yard (U-Pull N Pay). The amendment aims to shift some vehicle preparation activities (fluid draining, parts removal) from the south side of the property to the north, improving internal traffic flow and safety. The proposal maintains the heavy recycling uses south of Garden Street and does not expand the PUD's boundaries.
