Reverend Charles Threadgill Jr. Honored for Over 25 Years of Community and Pastoral Leadership

The City Council issued an honorary resolution recognizing Reverend Charles D. Threadgill Jr. for his over 25 years of pastoral leadership at Mount Carmel Missionary Baptist Church and his meaningful impact on the Freeport community. A Freeport High School graduate, Reverend Threadgill returned to serve his community, focusing on faith, education, service, and spiritual leadership. Since being called to preach in 1994 and installed as pastor in 2001, he has been active as a preacher, teacher, mentor, and community leader. His influence extends through his leadership roles in various religious and community organizations, including the Freeport Ministers Fellowship Alliance, Rockford and Vicinity Baptist District Association, and the Baptist General State Convention of Illinois. He has also participated in missionary work, including service in Haiti.

Council Censors Council Member Stacy Amidst Public Safety Disagreement

The City Council considered and adopted Resolution 202681, imposing censure on Council Member Cecilia Stacy. The resolution stemmed from an incident at a Fifth Ward Neighborhood Watch Meeting where Stacy allegedly berated Police Officer Miguel Diller, made false accusations, and demanded information she was not legally entitled to. The Police Chief presented her account of the events, detailing Stacy's alleged unprofessional conduct, mischaracterizations of police actions regarding recovered firearms and domestic violence incidents, and demands for the department to handle issues outside their purview like lawn maintenance and building security. Several residents spoke during public comment, with some supporting Stacy and others condemning her actions. A motion to table the resolution indefinitely failed. Ultimately, the resolution to censure Council Member Stacy passed by a vote of 4-3.

City Approves Safety Fence Replacement at Municipal Lot with Local Business Support

The City Council approved an agreement with Revamp Fence and Deck for the safety fence replacement at a municipal parking lot. The existing aluminum black fence had deteriorated and was removed due to its condition, posing a public hazard. Revamp, through Jeff Gear, offered to assist with the project. The estimated cost is $68,373, with the city agreeing to pay Revamp $30,000 for materials, while Revamp covers the labor costs. The fence is crucial for safety, as fencing is required at any elevation where a fall could occur. The original fence could not be replicated, and its further deterioration during construction made replacement a safety and liability necessity.

New Outdoor Lighting Regulations Adopted to Enhance Safety and Reduce Light Pollution

The City Council approved an ordinance establishing new outdoor lighting regulations for the city. The ordinance aims to reduce nuisance lighting, improve public safety, minimize light pollution, and create consistent standards for outdoor lighting installation. It exempts residential properties with four units or fewer and primarily applies to commercial structures and lighting that abuts residential districts. Provisions are also included for billboards and signage lighting to prevent distractions to vehicular travel. This was the second reading of the ordinance.
