MassDOT Proposes Funding Split for Airport Planning Task, Considers Scope Reduction for VMP
MassDOT has two outstanding comments on the scope of services for the Vegetation Management Plan (VMP). One comment is regarding Article B, Airport Planning, stating it's not eligible for 100% funding and would be entertained at an 80% MassDOT / 20% airport grant split. The local share for this could be up to $1,000. The other outstanding comment concerns Task GX on page five, where MassDOT is considering a reduction in scope, which would remove elements rather than add them. The commission was asked for final comments and to vote on approving the scope of services for the VMP, pending MassDOT's input, and to authorize the chair or Isabelle to approve any final changes.

This article requires a thorough alternatives analysis and the purchase of replacement land of equal or greater acreage and 110% of the value. Acquiring easements over Article 97 land involves a lengthy process, including legislative approval and potential fees. To expedite progress, phasing the project to focus initially on the runway 18 end, where parcels are not subject to Article 97, was proposed. The remaining parcels on the runway 36 end, which are subject to Article 97, would be addressed in a subsequent phase. This approach aims to allow for tree clearing on the primary approach to runway 18 sooner, while the complex Article 97 process is navigated for the runway 36 end.
