Green River Council Discusses Draft Fee Schedules, Approves Utility Rate Adjustments

The council reviewed the draft fee schedules for fiscal year 2027, including proposed changes to fire department rates and utility rates. The council was informed that rate increases will be spread over a longer period to avoid drastic immediate impacts on citizens, with projections for an additional 15-18% increase for sewer next year, followed by marginal increases every other year. The total cost of the wastewater plant project, including consultants, is around $56 million, with a loan of just under $40 million at a quarter percent interest, resulting in a debt service payment of approximately $1.3 to $1.4 million annually.

Contract Approved for Flaming Gorge Days Event Management

The council considered a contract for services with Mandy Campos to manage the Flaming Gorge Days event. Sponsor money has been received, and the community is supporting the endeavor. Mandy Campos will handle invoices and will be overseen by the city for financial checks and balances. Funds will be used for items such as t-shirts, trophies, and referees for basketball and pickleball. Entry fee money will contribute to prizes. Campos, who is also the president of the local Little League organization, has agreed to serve as the committee chair.

SWAT Swim Club Expands Programs, Launches Competitive Diving

They practice year-round at the Green River High School Aquatic Center and host the annual Shiver in the River Swim Meet. Recent initiatives include the Cowboy Splash Clinic in partnership with the University of Wyoming and the launch of a competitive springboard diving program for athletes aged 8-18. Kevin Puyer, the new head dive coach, aims to build the diving program and reverse the sport's decline in the region due to limited availability.

Rocky Mountain Power Franchise Agreement Extension Approved

The council considered an ordinance amending article 2, ordinance number 15-3, for an extension of the Rocky Mountain Power franchise agreement. This extension is due to ongoing discussions between the city's legal team and Rocky Mountain Power's legal team, with the latest discussions occurring about three and a half weeks prior. The ordinance was approved on second reading.

Retail Liquor License Transfer Approved for Green River Horse House

The council held a public hearing and approved the transfer of a retail liquor license for Wyoming Horse Racing LLC, doing business as Green River Horse House. The license location is being transferred to 420 Drive, Green River, Wyoming. The transfer is effective from June 3rd, 2026, through March 3rd, 2027, with flexibility for the move date around June 15th to accommodate the transition and keep facilities operational. The state and the city agreed to provide some flexibility in the transfer date.
