Harrisburg Planning Bureau Proposes Signage Regulation Updates

Affordable Housing Project Approved for Historic Building on North Third Street, Parking Plan Modified
The Zoning Hearing Board (ZHB) reviewed an application for a variance and special exception at 2100 North Third Street and adjacent parcels (327 and 329 Mclay Street) to convert a three-story building into a 13-unit affordable multifamily dwelling and create an accessory parking lot. The applicant, Adam Brenamman of Brenamman Properties LLC, sought relief from dimensional standards for the parking lot and special exceptions for the use. The planning bureau recommended approval with conditions, including filing a land development plan, not approving the accessory parking lot, and reducing the number of units to 11. The applicant argued that 13 units were crucial for project viability and grant funding. After extensive discussion, the board ultimately approved the project with modifications to the conditions, reducing units to 12 and designating one smaller unit for supportive services/laundry.
Indoor Recreation Facility Approved for Former Synagogue on Division Street
The Zoning Hearing Board (ZHB) considered a variance and special exception application for 423 Division Street. The applicant, Christopher Jackson of Upscale Properties LLC, proposed converting the former synagogue, damaged by fire in 2009 and vacant since, into an indoor recreation facility. The proposal required special exceptions for the use and relief from off-street parking requirements. The planning bureau recommended approval with conditions, including submission of a floor plan, ensuring signage compliance, and identifying potential off-site parking solutions. Commissioners discussed the use, operating hours, building size, parking needs, and exterior renovation possibilities. The application was ultimately approved with conditions.
