City Approves Road Closure for Art Alley Celebration
The City Council discussed the Art Alley celebration, which requires closing 3rd Avenue between 2nd and 3rd Streets and the art alley. City and County Re-establish Health Board with Updated Interlocal Agreement
The City Council approved the interlocal agreement between Hill County and the City of Haver to re-establish the City-County Health Board. The agreement updates previous versions dating back to 1981. The health board recommended the updated agreement, which has already been approved by the county. The board will consist of county commissioners and two voting members from the city. No changes to fiscal responsibility are expected, as the county covers most expenses through grants.
Council Member Raises Concerns on Website Transparency and Lease Policies
Council member Burton raised concerns about the city website no longer displaying contact information (email, phone numbers) for council members since the first of the month, hindering public communication. She also questioned the city's policy regarding leased city-owned buildings, using the ice dome lease to the Haver Hockey Association as an example. Specifically, she inquired about policies for third-party events, like an upcoming church event, and whether allowing one organization access creates a 'limited public forum' requiring the city to allow all similar organizations access, emphasizing the need for clear policies in lease agreements to protect the city.
Art Alley Celebration Planned with Live Music, Vendors, and Road Closures
Corey Kaufman presented the Highline Arts Council's plans for the Art Alley celebration, intended as an annual summer kickoff event. The celebration will feature live music, art vendors, food trucks, and kid-friendly activities. VIX Catering will be the alcohol vendor. The event will close 3rd Avenue between 2nd and 3rd Streets and the art alley itself. A stage will be placed on the north end of 3rd Avenue, facing south, to utilize building shade. The rock school students of Chris Myers will perform. Plans include new murals and enhanced alley experiences. The council approved the road closure for the event.
Fire Department Receives $1,000 Gift for Gas Monitor Purchase
The City Council approved Resolution 3950, which amends the general fund budget to accept a $1,000 gift from Patricia Schmidt in memory of Kurt Bell. These funds are earmarked for the Fire Department's operations and supplies, specifically for the purchase of a gas monitor.
