Potable Groundwater Storage Tank Liner Project Prioritized in ICIP
The city is considering the 'Potable Groundwater Storage Tank Liner' project as one of the top 10 Infrastructure Capital Improvement Plan (ICIP) projects. This project involves tank rehabilitation to prevent leakage in five existing storage tanks: Snyder, Jefferson, HIAP, Del Norte, and Hydro. The Snyder tank (1 million capacity) was completed in 2014. The Jefferson Tank (2 million capacity) was completed on February 9th, 2026, at a cost of $804,188. The HI-AP tank (half a million capacity) was also completed around February 9th, 2026, at a cost of $391,499.97. The purpose of the liners is to prevent water loss. A company from Pennsylvania specializes in these coatings.
Hobbs Fire Department Recognizes Academy 31 Graduates
Hobbs Fire Department graduates from Academy 31 were recognized. These six cadets completed a 12-week internal academy. Fire Chief Mark Porter introduced Samuel Baeza, Jacob Bayouth, Cecilia Sines, Michelle Santana, and Taryn Smith. Ryan Gonzalez was unable to attend due to a military engagement. Chief Porter commended their courage and professionalism required to serve the department.
Hobbs Commission Enforces Condemnation of 409 West Clinton Property Due to Nuisance and Neglect
The Commission voted to enforce the condemnation of the property at 409 West Clinton. The property was previously condemned on April 20th. An occupant, Mr. Glenn Payne, filed an objection, leading to this public hearing. Mr. Payne was not present at the hearing. Code enforcement has responded to the property at least 39 times since 2022 due to criminal activity and it being a nuisance. Photos presented showed the property in poor condition with significant trash, an occupied RV, an inoperable vehicle, and people entering and exiting the property. The condemnation was passed six to zero.
City and County Partner on Bus Shelter Project at Nor Lee Medical Clinic
The city is considering a resolution (number 7778) to authorize the execution of a memorandum of agreement between Lee County and the city of Hobbs for the construction of a bus shelter at the Nor Lee Medical Clinic. Lee County will contribute $150,000 for the project, which will include the shelter, ADA-compliant ramps, and pathways to ensure accessibility and safety for residents waiting for transportation after medical appointments. Commissioner Gary Eadson identified this need, and the project reflects cooperation between local governments to serve the community.
ICIP Discussion Highlights West Bender Widening, New Traffic Signal, and Joe Harvey Improvements
The Infrastructure Capital Improvement Plan (ICIP) discussion included several transportation-related projects. The 'West Bender widening project' aims to widen West Bender from Lovington Highway to West County Road, addressing severe drainage issues and potentially a lack of adequate road width for current traffic. A study indicated it does not currently qualify for a four-lane roadway. The project may include improvements to the intersection at Lovington Highway and Bender, and potentially addressing the railroad crossing. The estimated cost for full drainage and roadway work is $16 to $18 million. The 'Del Paso Glorieta traffic signal' project is being considered due to new development increasing traffic volume, with a planning-level traffic warrant analysis underway. The cost of a traffic signal with ADA improvements is approximately $1 million. The 'Joe Harvey improvements' project is not yet funded but discussions included filling medians, storm drain work, addressing the intersection with Navajo, and potentially mill and inlay asphalt.
