Hopkinsville City Council Proclaims Pride Month, Honors Retirees, Approves Budgets and Grants, and Discusses Future Development

The City Council meeting began with a proclamation for Pride Month, acknowledging the contributions of the LGBTQIA+ community and encouraging inclusivity and appreciation for all people in Hopkinsville. This was followed by an invocation and the pledge of allegiance. The meeting then proceeded to a public hearing regarding municipal road aid and local government assistance funds. Subsequently, awards and recognitions were given to Bolo, a retiring police K9, and Council Member Amy Craig, who was presented with a key to the city upon her departure for missionary work in West Africa. Public comments included a resident's concerns about the dog park's maintenance and a request to be un-trespassed, as well as a representative from Grace and Mercy requesting funding for a minivan to assist women transitioning from incarceration and homelessness. The council also heard from Sierra Davis, a graduate of Grace and Mercy, who shared her story of recovery and success. A fundraiser for the Jefferson Bend Environmental Center was announced. The Mayor provided comments on recent events and upcoming celebrations. Several ordinances were discussed and passed on second reading, including amendments to the operational and capital budgets for fiscal years 2026-2027, and ordinances related to zoning text amendments for manufactured homes, electrical permit and inspection fees, and the adoption of a code of ordinances supplement. Municipal orders were approved for grant applications for building resilient infrastructure and local assistance road programs, and for establishing guidelines for future property acquisition, with an amendment to include city code enforcement in property inspections. An executive order rescinded the Opioid Remediation Committee and the Bluegrass Splash Committee, transferring their duties to the City Council and Committee of the Whole. Another executive order appointed Karen Child to the County Board of Assessment Appeals. Council comments included thanks for maintaining city employee healthcare costs without increases and a discussion regarding the development of ordinances and infrastructure preparedness for data centers and AI companies. The meeting concluded with the approval of minutes and adjournment.
