A negative environmental declaration was recommended due to the small disturbance area, with 5% of the new lot being placed in a conservation easement for steep slopes. The new house will be built close to the road, consistent with the neighborhood pattern.
Waiver Requested for Curb Installation at 62 Elm Street; Landscaping Outstanding
The Planning Board reviewed a site plan for 62 Elm Street, related to the Shaheer Platt subdivision. Originally a 3-lot subdivision plan involving construction on Nassau Road and a required curb upgrade, the property was purchased by an architect who instead developed a commercial parking lot in his backyard. The site plan approved then included landscaping and curb/sidewalk replacement conditions. While Elm Street improvements were made, Nassau Road remains uncurbed. The applicant requested a waiver of the Nassau Road curb requirement, citing it's unnecessary for drainage and a guardrail provides a physical barrier. Staff recommended granting the waiver, provided outstanding landscaping requirements are met.
Lot Line Change Application Introduced for Gro Vogel Gilmartin Property
The Planning Board received an introduction to the Gro Vogel Gilmartin Lot Line Change application. The owners require a variance from the Zoning Board of Appeals due to a deck being too close to the property line. A lot line change is proposed between the deck and a pool patio area to resolve a slight encroachment onto the neighbor's property. The Zoning Board of Appeals has granted approval, and the application will likely be before the Planning Board for approval at the next meeting. The proposed changes appear to conform with zoning requirements.
