Affordable Housing Initiative Tabled Pending Review of Sensitive Information and Council Briefing
The council discussed the Evergreen Smart Home Technology Initiative, a partnership with UNC government's Development Finance Initiative (DFI) aimed at addressing affordable housing in Jacksonville. This initiative has been under discussion for nearly two years, with a citizen passionately advocating for affordable housing in November 2025, especially after Hurricane Florence's impact. Due to sensitive information shared in a small group session (not a closed session), the council decided to table the conversation to a future meeting, possibly with a closed session for new council members to recap previous discussions.

The council engaged in discussions about various community events and acknowledgments. These included the Peace Officers Memorial Observance to honor fallen officers, the Jacksonville Jamboree reboot which saw several thousand attendees and featured attractions like a BMX exhibit, carnival rides, food vendors, and live music. The Mayor also threw out the ceremonial first pitch at the Osprey baseball game, marking the third consecutive year he has done so and the first year he threw a strike. The Osprey's season includes new talent, international players, and potential park expansion for the next season. Ticket purchasing information for the Osprey games was also provided.
City Council Discusses Proposed $134 Million Fiscal Year 2027 Budget with Tax Rate Reduction
The City Council reviewed the proposed fiscal year 2027 budget, which totals $134 million, a decrease of approximately $9 million from the previous year's amended budget. The Ad Valorem tax rate is proposed to decrease from 60 cents to 56 cents per $100 of valuation. The budget includes $34 million for public safety, a 1% increase in water and sewer rates, and an increase in sanitation rates for commercial and business customers, but not residential. The council also discussed the utilization of fund balance reserves, noting that approximately $2.6 million would be used in the proposed budget, similar to the previous year. The discussion highlighted potential impacts from General Assembly actions and the city's strategy to manage revenues and expenditures, including employee turnover and its effect on budget balance.
