The City Council approved two ordinances (CB 2026-124 and CB 2026-125) for miscellaneous wastewater treatment plant improvements. Both projects are within budget.
Joplin Exempted from Extended Liquor Sales Hours
Council Bill 2026-008, an ordinance exempting Joplin from state provisions regarding liquor licenses, was discussed. Chief Pharison argued against extending liquor sales to 23 hours a day, citing the absence of a major FIFA event and the potential for increased debauchery. The council approved the ordinance on an expedited basis.
Joplin Employee Promotion Policy Revision Tabled Amidst Concerns Over Compression and Inclusivity
The City Council discussed and ultimately tabled Council Bill 2026-614, which proposed revising the employee promotion policy to offer a 15% increase for positions at N24 and above. Council members raised concerns that this policy did not adequately address compression issues for lower-level managers and supervisors, and that police and fire union contracts were not included. The tabled bill will be reviewed further.
Joplin Considers Updated Harassment Ordinance to Align with State Statute
City Council is considering an ordinance (CB 2026-007) to repeal and replace Chapter 82, Article 3, Division 1 of the Joplin City Code concerning offenses against public peace, specifically harassment. The new ordinance aims to align with Missouri Statute 565.091, expanding the definition of harassment beyond written or telephone communications to include 'any act' intended to cause emotional distress, with the intent requirement being crucial for prosecution.
Resident Critiques Data Center Proposals Over Environmental, Economic, and Data Privacy Concerns
Chris Hammer addressed the council regarding data centers, criticizing their environmental impact (water usage for cooling), potential job displacement, and the use of citizen data for profit without compensation. He argued against tax subsidies for data centers and questioned the democratic process of their approval, suggesting public opposition was ignored. He also raised concerns about data centers overloading the grid and gaining emergency authority for infrastructure.
