City Council Adopts Updated Ordinance for Intersection Alternatives Analysis

The proposed changes modify the ordinance's title to 'Intersection Alternatives' (from 'Roundabout Alternatives'), require an Intersection Alternatives Analysis (IAA) for new intersections on collector or arterial streets, and establish a framework for objective assessment based on safety, traffic operations, pedestrian accommodation, and other factors. The ordinance passed 5-0.
City Council Approves Park at Plum Creek Development and Vibe Trail Lighting Exception
The City Council considered and approved two agenda items related to the Park at Plum Creek development: Agenda Item 16, approving an exception to lighting requirements for the vibe trail, and Agenda Item 17, approving the site development plan for Phase 3. The lighting exception was granted due to significant utility conflicts and drainage infrastructure issues in the right-of-way, with the developer agreeing to contribute $15,000 to the city's park department for lighting improvements in public parks. The site plan, which includes a bank, retail/restaurant pad site, and daycare, meets all other city codes, including dark sky compliance for on-site lighting. Both items passed with majority votes.
City Council Approves Budget Amendments for Utility Rate Case Legal Services and Studies
