Capital Improvement Program Update: Heroes Park Renovation Honored, Multiple Projects Underway

Several projects are in pre-construction and design phases, including the Etnne skate park, citywide park concrete trail repairs, lodge pole and Lake Forest Park windscreen, nature and Lake Forest Park improvements, slurry seal program, El Toro Road corridor improvements, intersection improvements, arterial wall enhancement, and Bake Parkway resurfacing. Several park improvement designs are also underway, including Aliso Creek drainage repairs, nature park trail connection, and Foothill Ranch Park slope landscape improvements. Projects in pre-design include Kavanagh Park improvements, Lake Forest Sports Park building renovations, and NE skate park building improvements.
Nature Park Trail Extension Acquisition Ongoing; Community Anticipates Whispering Hills Park
Commissioner Jones inquired about potential land acquisition for the Nature Park trail extension. Staff indicated that the city is still in the acquisition phase and working with the owner, suggesting the acquisition has not yet occurred. Separately, Commissioner Jones expressed excitement about the upcoming project at Whispering Hills, requesting to be kept updated on the plans as it will include a park, which the community has waited 40 years for.
City Unveils Extensive Plans for America's 250th Birthday and City's 35th Anniversary Celebrations
The city is planning a series of events and initiatives to celebrate America's 250th birthday and the city's 35th anniversary. Celebrations for America 250 began in May with the display of the America 250 flag and dual flags. The mayor and mayor pro tem are incorporating 'what happened on this date in 1776' segments into council meetings. Revolutionary-themed costumes will be used for 'Mayor's Minutes' and events at Heritage Hill Historical Park. A special proclamation will be read at the July 7th council meeting, featuring a revolutionary-style band. The Fourth of July parade will incorporate the 250th theme with special flags for commissioners and council members, and at least one council member or the mayor will appear as a Founding Father. Murals celebrating the 250th anniversary are planned for the city hall (near the elevator) and the sports park. The city's 35th anniversary will be celebrated starting in September/October, with specific events planned for the tree lighting ceremony and a council meeting in December. Other upcoming events include the Taste of Lake Forest on June 13th, a multicultural event on June 20th, and the Fourth of July parade on July 4th, which will begin at 9:30 AM and feature new floats and surprises. Residents are reminded that blankets and chairs cannot be placed for the parade until July 3rd, and items placed earlier will be collected by public works.
Increased E-bike Enforcement and Security Presence at Lake Forest Sports Park
The city is increasing e-bike enforcement, particularly at the Lake Forest Sports Park, due to nuisance problems. This includes deploying a camera trailer and increasing sheriff's department presence, which has temporarily calmed the situation. Staff plans to formalize security measures starting in August and potentially replicate them at other locations during large events. The increase in e-bike issues is seen as a sign of the times, requiring greater attention to security at crowded venues. More details on this approach will be presented at the August meeting.
Assistant City Manager Keith Neeves to Retire; Second ACM Position Approved
