City Adopts New Vendor for Biannual Citizen Satisfaction Survey to Enhance Feedback Collection
Resolution 2628 was approved to engage Porch Light Insights for the city's biannual citizen satisfaction survey. This vendor was chosen over ETC due to its advanced technological methods for broader community representation and its ability to provide state-specific benchmarks for comparison. The survey aims to gather detailed feedback on city services to inform strategic planning and budget allocations. The contract is expected to yield deliverables in August/September, aligning with council priority-setting sessions. Both residential and business surveys will be conducted, with the business survey handled in-house.
Jessica Minors Appointed Permanent Director of Finance
The City Council approved Jessica Minors as the permanent Director of Finance. She has been acting in this capacity since July 2025 and previously served as the commissioner of purchasing for several years. The council recognized her competence in managing the city's financial systems and stepping up to the role.
Multiple Plats Approved; Street Overlay Projects and Rezoning Applications Advance
The council passed first and second readings for ordinances approving the final plats for the replat of Lot 18 Block 7, Sam Sarah subdivision, Onyx Apartments, and Ice Cream Factory. Council Bill 7030, concerning street overlay projects for fiscal year 2027, also passed both readings, subject to budget approval. Additionally, first readings were held for Council Bill 7031 (rezoning acreage at 1200 block of Ice Cream Way to M1 Light Industrial) and Council Bill 7032 (rezoning acreage at 1500 block of Rolling Hills Road from RS1 to RS3 residential).
Downtown Renovation Praised; City Announces July 3rd and 4th Centennial Celebrations
Mayor Carr highlighted the recently completed downtown renovation of Randy Souter's old building, noting the impressive work by Mr. Harvey and the aesthetic enhancement provided by the water tower lights. Separately, council members discussed upcoming holiday festivities, including a Route 66 Centennial downtown picnic on July 3rd with free food and entertainment, and fireworks on July 4th at the airport. Plans also include reading the Declaration of Independence and the Constitution, with opportunities for council members, staff, and the public to participate.
City Council Reviews Multiple Plats and Rezoning Applications
The council moved into a public hearing for several platting and rezoning requests. These included a replat of Lot 18, Block 7, for the purpose of subdividing a non-conforming lot into four smaller lots for home construction; the final plat of Sam Sarah subdivision for a new house; the final plat of Onyx Apartments, a 24-unit development; the final plat of Ice Cream Factory for a manufacturing and distribution facility; and a rezone of acreage at 1200 block of Ice Cream Way to M1 light industrial. Additionally, a rezoning of 14 acres at 1500 block of Rolling Hills Road for duplex development was discussed.
