These included a $25,000 transfer to the city solicitor's expense account for legal services [cite: 17-18, 26-27], a $60,000 appropriation for fire department repairs and maintenance, particularly for vehicles [cite: 35-39]. A significant appropriation of $1,500,000 was requested for the Falbrook School Building Fund to help pay down construction costs, with a strategy to cover costs through local contributions, a meals option tax, and accumulated cash, avoiding overrides or debt exclusions [cite: 43-53, 57]. Additionally, $10,504 was earmarked for fire equipment from the sale of surplus equipment [cite: 68-70, 76], $85,000 for fire indemnification accounts related to medical expenses for injured employees [cite: 83-88, 96], and $1,226,215.11 for snow and ice expenses from the prior fiscal year, utilizing flexibility in spending [cite: 100-103, 109]. The library also received a donation fund acceptance (C84) for furnishings [cite: 114-120], and the Police Department received $15,059 for an AGO grant fund and $100,000 for emergency overtime due to depleted budgets [cite: 130-131, 137-138, 143-145]. Finally, $32,000 was transferred within the library's budget for operating expenses [cite: 149-152], and $1,140,000 was appropriated for school transportation due to increased costs from special education and additional buses [cite: 158-163]. The Gallagher Building will receive $18,000 for energy upgrades from its revolving fund [cite: 171-173, 176, 180].
Former Police Station Property Recommended for Sale as Surplus
The City Property Subcommittee discussed the potential declaration of the former police station property at 29 Church Street as surplus for sale. The property, assessed at $350,800 by assessors and appraised at $40,000 due to its condition, has seen little interest on the market. The committee, including councilors and assessors, agreed that the city does not have a current use for the building and that the investment to renovate it would be overwhelming. They recommended declaring the property surplus to allow it to be sold via bid, with the goal of returning it to the tax rolls and generating revenue. While a resident-driven suggestion to prioritize housing development was discussed, the committee acknowledged their limited authority to mandate land use during the sale process, emphasizing the city's need to avoid tax-deferred programs and focus on recovering costs. The recommendation to declare the property surplus passed unanimously.
