City council reviews six-year Transportation Improvement Plan focusing on streets, pedestrian safety, and traffic control
Ben from the city presented the annual Transportation Improvement Plan (TIP), a six-year plan that serves as a preamble to the capital facilities plan. The TIP includes arterial projects, a new local grind and overlay program for residential streets, and pedestrian/bicycle improvements like RFFBs and sidewalk repair. Traffic control projects include the I90 Country Vista roundabout and the Harvard Wellington intersection. Private development road plans and an updated map with streamlined project numbering were also presented. The plan also details increased investment in pavement repair and preventative maintenance, aiming for two to three projects annually.
Council members share updates on community events, business openings, and tourism impact
Council Member Ball reported on attending the Pig in the Park's 50th anniversary event, where the "Pig in the Park fellas" (Bill and Bal) received a placemaker prize for their 44 years of organizing the event, which has generated millions. She also shared personal luck, winning tickets to Stars on Ice and John Mellencamp. Council Member Fischer reported on the Liberty Rotary Centennial Club serving a Memorial Day breakfast, with 583 attendees, raising $7,100 for HonorFlight. She thanked Rotarian Don Walker and A Vista for their support with community banners. Mayor's report included attending an AWC conference on labor relations, observing a mayor's unique situation with union contracts, and attending public safety awards, an SRTC board meeting, and a ribbon-cutting for Victory Media. The Mayor also noted upcoming events: Rock Canyon Dedication, Touch a Truck, Community Yard Sale, Liberty Lake Time Capsule deadline, and the Founders and Fireworks 2026 event coinciding with the city's 25th anniversary. Spokane County tourism sees 10.2 million visitors in 2025, generating $1.55 billion in spending
Rose Noble presented tourism impact numbers for Spokane County, reporting 10.2 million visitors in 2025, an increase of 100,000 from 2024. These visitors spent $1.55 billion, equating to a savings of $100 per Spokane County household and generating $242 million in state and local taxes. Noble emphasized that tourism supports services that residents would otherwise have to fund. Visit Spokane leads with a resident mindset, focusing on vibrant destinations and sustainable growth. Key tourism sectors generating revenue are food and beverage, lodging, retail, and transportation, with excitement for continued growth in air traffic due to airport expansion. City launches Emerging Leaders Development Program with six participants
The council discussed the Emerging Leaders Development Program, a pilot program initiated in the previous budget. The program aims to build leadership capacity at all levels within the city, focusing on developing skills and understanding of what leaders need to do, rather than positional authority. Six participants were selected via an application process for the initial cohort: Kyle Fritz (Police), Cody Hoer (Public Works), Tammy McMacken (Public Works), Tate Garcia (Executive), Lance Muller (Community Development), and Rochelle Kaitton (City Clerk). These participants will work on a project and present their findings to the council later in the year.
City approves dedication agreement for The Hub Sports Center improvements, establishing public-private partnership
The council considered a dedication agreement for improvements at The Hub Sports Center, funded by TIFF and Lyft programs. The agreement dedicates parking lot and pathway improvements to the city but designates The Hub as responsible for maintenance and operation for an initial 40-year term. This public-private partnership aims to enhance economic development by attracting regional activity to Liberty Lake. The improvements are now city-owned property, but The Hub will manage them as an extension of their facility.
