London Council Approves Adding Parcels to Gateway Community Authority District for Residential Development
The council considered Resolution 133-26, concerning the addition of certain parcels to the London Gateway Community Authority District. This resolution aims to amend the petition for the establishment of the London Gateway Community Authority as a new community authority under Chapter 349 of the Ohio Revised Code. The purpose is to allow the taxing structure of these properties to fund infrastructure for the residential development, specifically identifying the Madison Reserve project, which will add 245 houses. The resolution passed, signifying the council's approval to proceed with adding these parcels to the district.
London Street Department Reports Extensive Maintenance and Repair Activities
The Street Department report detailed a wide range of activities, including repairs to trash trucks, light replacements downtown, street sweeping, curb repairs on Wood and Lafayette Streets, work with Columbia Gas, cement inspections, traffic light changes, planting 12 trees at Cowling Park, and pothole patching. They also handled rental trash trucks, moved hook boxes, reported lights to Ohio Edison, and met with contractors regarding sewer and cleanup issues. The department also addressed water in basements and removed trees from Cowling Park.
Fire Chief to Potentially Gift Surplus Gear to Retiring Firefighters
Resolution 138-26, similar to the police measure, grants the Fire Chief the authority to gift a surplus helmet and badge to firefighters upon retirement, disability, or death. This resolution also reduces the required years of service to 10 years. The equipment is considered obsolete after this period. The council decided to table this resolution for further discussion, similar to the police department's proposal.
London Council Adopts Revised Job Descriptions, Rejects Amendment on Street Superintendent Requirements
Resolution 132-26, which revises job descriptions, was discussed. The primary focus was on the Street Superintendent position, particularly regarding CDL (Commercial Driver's License) and herbicide applicator license requirements. An amendment was proposed to strike the Street Superintendent from certain changes, aiming to provide the Safety Service Director flexibility in hiring. After considerable debate on whether to require possession or the ability to obtain these licenses, the amendment failed. Resolution 132-26, as originally proposed, was then adopted.
Resident Questions City Job Descriptions, Advisor Funding, and Surplus Vehicle Mileage
During audience concerns, Raymond Anthony questioned the distinction between 'street maintenance worker number two' and 'street maintenance worker number one' in Resolution 132-26, regarding job descriptions. He also inquired about the need for RFQs for NCA and TIF advisors (Resolution 134-26) and the funding source for these advisors. Mr. Gross provided clarification on the TIF/NCA advisor role, stating they are paid from TIF funds and their services help manage financial districts. Anthony also asked about the low mileage on a surplus dump truck (Resolution 135-26) and the difference between street maintenance worker levels.
