City Council Reviews Financial Status Report, Highlights Overspending and Reserve Concerns
The committee discussed the city's Financial Status Report (FSR), noting significant overspending in several departments including the Fire Department ($21.04 million), Police Department ($16.86 million), City Attorney ($9.55 million), and General Services ($6.88 million). Reasons for overspending included increased litigation and outside counsel costs, retention of civilian positions, unbudgeted payouts, increased overtime, and costs related to operations and maintenance of city facilities. The report also highlighted that cumulative reserves are below the policy target at 7.6%, and the reserve fund itself is at 5.34%. Recommendations were made to resolve $79.61 million in overspending, with anticipated future actions of $5.26 million. Concerns were raised about global tensions and a growing list of unfunded requests totaling $67.2 million. The committee also approved an amendment to item 14 regarding security services at Runyon Canyon Park, instructing the Department of Recreation and Parks to absorb costs not covered by allocated funding and to report on park facilities with similar security issues and potential solutions citywide.
