Conservation Commission Seeks Representative for Community Preservation Act Committee
The Conservation Commission is seeking a representative to join the Community Preservation Act (CPA) Committee. The CPA is a surcharge on property tax bills (around 1%) that funds open space, historic preservation, and affordable housing initiatives, with a state match. The town has previously rejected CPA adoption but is reconsidering due to its potential to fund much-needed projects like upgrading athletic fields, developing the old Dett's Park School acreage, creating greenways, and supporting affordable housing initiatives. Oak Tree Removal on Stevens Drive Deemed Outside Wetland Jurisdiction
A complaint was received regarding the removal of a large oak tree on Stevens Drive. Upon inspection, only the stump remained. The tree appeared to be more than 100 feet from Havland Pond, a jurisdictional wetland resource area. The tree company stated the homeowner believed a permit had been obtained. While the distance from the pond suggests no wetland impact, measurements indicated the tree might have been as close as 101 feet. The commission noted that without proof of a permit or a clear violation within the 100-foot buffer zone, no further action can be taken. In-ground Pool Request at 125 Watson Lane Requires Further Review
Nicholas Gogan requested a determination for an in-ground pool at 125 Watson Lane. The proposed pool is approximately 73 feet from the wetlands. Gogan detailed plans for silt fencing, a curtain drain, and a saltwater sanitizing system to minimize chemical use. The commission determined that a Request for Determination (RDA) must be filed, with a ruling to occur at the July 1st meeting. Overgrown Wetland Buffer Area on Fuller Street Requires DPW and Potential RDA Action
Michael Graham inquired about clearing an overgrown area on his property at 229 Fuller Street, which borders Harrisbrook. This area was planted with native wetland plants in 2002 as part of an addition to his house and is now overgrown with vines and brush. The area includes a permanent right-of-way for the DPW. Graham is concerned about maintaining the area, which has become difficult due to invasive species and overgrowth, partly exacerbated by DPW clearing of trees along the brook several years ago.
