City Charter Modernization Initiative Advances with First Reading of Proposed Amendments

McDonald Commons Park Safety Netting Approved Amidst Park Usage Discussions
The City Council approved the installation of safety netting at McDonald Commons Park, with a portion of the funding contributed by the Youth Soccer organization. The netting aims to prevent balls from leaving the field and entering the parking lot, addressing a safety concern. The council also discussed the process for park usage, allocation, and how donations are handled, emphasizing that donations do not grant preferential treatment in scheduling.
Tree Board Reports Success in Tree Planting, Plans Future Maintenance and Initiatives
The Tree Board met on the 20th and reviewed the success of their recent tree planting event where 119 trees were planted. They also discussed ongoing maintenance, including adjusting plastic caging around trees and removing those that did not survive. Future plans include honeysuckle clearing in the fall, potentially on November 7th, and developing a five-year plan for Tree Board initiatives. The board is also working on a tree ordinance with the Planning Commission and aims to receive a Tree City USA 'grow award' next year.
City Revenue Improves, Expenditures Rise; Property Tax Elimination Effort Monitored
The Budget and Finance committee reported that property tax receipts are on track year-over-year, making up about a third of annual revenues. Earnings tax receipts are also up, but JED collections are lagging slightly. Overall revenue is improving, but expenditures are higher year-over-year, partly due to a $250,000 purchase of a leaf collection machine. The committee is monitoring a statewide effort to eliminate property taxes, which would significantly impact local governments.
City Council Approves Preparations for Shawnee Run Road Project Amidst Grant Pursuit
The city is moving forward with plans for the Shawnee Run Road project, which involves acquiring property at 61 Antobe Shawnee Run Road to address a dangerous S-curve intersection. The city is proposing to rent the property out in the interim while pursuing grant funding for remediation, which could take up to five years. A property management company, Bastion, is recommended to handle rental preparation and management to keep the operation at arm's length from the city. The council approved a contract not to exceed for these initial rental preparations.
